SUBJECT: PROPOSED ANNEXATION OF JORDAN RANCH BY SIMI VALLEY
Background
The Planning Commission directed staff at their August 6, 1990,
meeting to request that the City Council comment on the proposal
by the City of Simi Valley to annex the Jordan Ranch. The
Commission was not specific as to the subjects that they wanted the
Council to discuss other than the appropriateness of Simi Valley's
interest.
Attached is a status report from the County on the Jordan Ranch
proposal that was written prior to Simi Valley's recent annexation
discussions. This is the only information that staff has on the
Jordan Ranch proposal.
Recommendation
Direct staff as deemed appropriate.

SUBJECT: Status Report Concerning Two Ventura County General
Plan Amendment Applications:
1. Ahmanson Ranch (Ahmanson Land Company)
2. Jordan Ranch (Potomac Investment Associates)
Due to continuing public interest concerning the proposed
Ahmanson Ranch and Jordan Ranch General Plan Amendments (GPAs),
the Ventura County Planning Division is periodically sending out
status reports to persons and organizations on our mailing list
to ensure that interested parties are informed as to the status
of the GPA process, important events, and project changes.

o Mr. Hope agreed to sell his 3,600 acre Runkle Ranch (Rocky
Peak and Las Llayas Canyon) to the Conservancy for $20
million dollars. (The ranch straddles the Ventura County and
Los Angeles County boundary.)
o Potomac agreed that the proposed Liberty Canyon Road access
to Jordan Ranch would be reduced to two lanes and would be
tunneled to reduce grading, visual and biological impacts
(L.A. County).

• Potomac also agreed to ensure a wildlife corridor would be
retained between Cheeseboro Canyon and the Liberty
Canyon /U.S. 101 freeway undercrossing (L.A. County).
• Potomac agreed to reduce the number of dwelling units on the
proposed Jordan Ranch project to no more than 750. (1,152
are currently proposed.)
• The agreement is contingent upon the National Park Service
approval (and Potomac's acceptance) of the exchange of 59
acres located at the southwest edge of the existing
Cheeseboro Canyon Unit of the Santa Monica Mountains National
Recreation Area. The acreage is needed to extend Liberty
Canyon Road to provide access to the proposed.Jordan Ranch
Development.
How is the County involved with this land exchange agreement?
The County is not a party to the agreement. We were not
consulted nor involved in any way and the County is not obligated
to support the Jordan Ranch project or approve any particular
access route. However, the County is not unaffected by the
agreement, since County denial of Potomac Investment Associates'
GPA application would be-',,expected to result in cancellation of
the proposed land exchange agreement.
How does this agreement affect the Jordan Ranch GPA application?
At this time, the GPA application filed by Potomac has not
changed. The project under review by the County remains a
proposal for 1,152 dwelling units and a PGA TOUR golf course.
Therefore, the Draft EIR will evaluate the project as described
in the project description on file with the County. The
applicant has informed staff that, after review of the Jordan
Ranch GPA Draft EIR, they may submit a revised plan intended to
mitigate identified environmental impacts. It is anticipated
that such a revised plan would incorporate elements of the above
agreement.
Will a change in the Project require a new EIR?
No decision on this matter can be made until the County has
reviewed any applicant proposed changes to the project. The
applicant may submit the proposed revisions in the form of an
applicant proposed alternative. To the extent that the applicant
proposed alternative does not result in "significant" new
environmental impacts not already addressed in the EIR, a
revision and recirculation of the EIR may be unnecessary.- We
will strive to keep the public informed via future editions of
these status reports.

PROJECT SCHEDULE
Delays in the preparation of the Draft Environmental Impact
Reports (EIRs) have resulted in delays in the project schedule as
outlined in earlier status reports. The following revised
schedule is subject to the usual uncertainties of such projects.
July -Sept. 1990 60 day public review of Draft EIRs. Exact
dates of public review will be stated in a
Notice which will be distributed in July.
August 1990 Community meetings on Draft EIRs (i.e., Oak
Park Municipal Advisory Council).
Sept. /Oct. 1990 Public hearing(s) before the Environmental
Report Review Committee (ERRC) to determine
the adequacy of the Draft EIRs.
Nov. /Dec. 1990 Planning Commission field trip to Ahmanson and
Jordan project sites and Planning Commission
public hearing(s).
January 1991 Board of Supervisors public hearing(s) to
consider conceptual approval of GPAs. If the
GPAs are denied, the process will end. If the
Board decides to conceptually approve one or
both GPA applications, additional hearing(s)
will be scheduled for final approval of
GPA(s), area plan(s), development agreement(s)
and rezoning.

For private individuals and interested groups who wish to
obtain their own copy of one or both Draft EIRs, copies will be
made available for the cost of reproduction. In order to
guarantee that all members of the public who desire copies of the
documents can obtain them in a timely manner, attached to the end
of this report is a form which can be used to reserve a copy (or
copies) of the documents. The reserved documents will be mailed
on the first day of the public review period.
Copies of the documents will also be available for purchase
at the County Resource Management Agency throughout the public
review period. However, once the initial copies of Draft EIRs
are distributed, a second printing will likely result in a
substantially higher price (reflective of higher printing costs
for small orders). Additionally, purchasing documents after the
public review period is underway could result in some delay if
additional copies must be printed.
