Richards, Director of Community Development t Date: September 4, 1990 (CC meeting of 9-19-90) Subject: DP 338 Minor Modification No. 1 Background: On October 20, 1986 the City Council approved Resolution 86-347 regarding Development Plans 338-347 and 349-353, allowing construction of 15 buildings totaling 191 ,369 square feet. DP 338, a building totaling 10,400 square feet has been completed and is the subject of this modification request. Discussion: Valley Design and Manufacturing (DP 338), a manufacturer of aluminum parts for satellite television antennas is requesting approval to allow an air compressor to be located outside the building. The air compressor is used to power the air clutches of the machines and operate the handheld tools used during the manufacturing process. The compressor is operated between 15 and 20 times a day, from 30 to 45 seconds for each use. Locating the compressor inside the building would create an excessive level of echoing. The applicant has already located the compressor on the east side of the building, approximately 40 feet from the houses on Shasta Avenue. The houses and compressor are separated by a six foot tall block wall on the property line (one house has an additional block wall adjacent to the common wall). In order to insure that the adjoining residents are shielded 799 Moorpark Avenue Moorpark, California 93021 (805) 529-6864 from the noise to the greatest possible extent the compressor will be located to a site further away from the homes. The Director will require that the air compressor be relocated to the south side of the building and be screened by a six foot masonry wall to match the color and material of the building. A metal gate located at the front of the enclosure shall also be provided, and will be painted to match the building. The Director of Community Development has reviewed the proposed modification and intends to approve it. Pursuant to Resolution No. 88-523 the Director has the authority to approve Minor Modifications. This matter is being presented to the Council as information only. In the event the Council wishes to appeal the Director's decision, it may do so. Should the Council decide to appeal, it should set a public hearing date. If the Council takes no action, the Director's decision stands.
