HARE City Treasurer The Country Days theme this year is "Up, Up and Away." The parade and general activities are scheduled for Saturday, October 6, 1990. On the same day the Moose Lodge will also be hosting their annual horseshoe tournament. On the following day, Sunday, October 7th the Moorpark High School Boosters Club is sponsoring a 5 and 10K run. As in years past the City permits have been processed without charge for these groups. `Phe terms and conditions have not significantly changed from last. year. The Chamber of Commerce per the attached letter from Chamber President Linda Plaks, has requested speciiiC additional support from the City of Moorpark. 1. Police Fees: The City of Moorpark has budgeted funds for additional law enforcement staffing on the day of the event. No additional law enforcement staffing has been scheduled for the run on Sunday.. Additional law enforcement services after 5:00 p.m. would be required due to the dance. These services will be charged to the Chamber of Commerce. The Chamber has indicated that they will also provide at their own expense two security guards inside the dance and beer garden area during the Even-ing. 799 Moorpark Avenue Moorpark, Califomia 93021 =— _ (805) 529 -6864 2. Fee Waivers: As noted previously, all applicable fees may be waived for the Chamber of Commerce, Moorpark High School Boosters Club, and the Moose Lodge. Moorpark High School Boosters Club has requested signal control during the event. All associated costs will be charged to the Club. 3. Barricades: Staff has placed an order for renting 200 barricades at City cost which are needed to route traffic during the parade and following events. The barricades will be placed per CALTRANS permit requirements by Chamber of Commerce volunteers or as otherwise directed by law enforcement personnel. 4. Vehicle Parking at Southern Pacific Lot (Moorpark Ave and High St.: This lot is controlled by Southern Pacific Railroad and the City does not have the authority to grant permission to park. Staff has contacted Southern Pacific on behalf of the Chamber and requested permission from the property owner to use the lot on October 6th for parking. The Chamber of Commmerce intends to charge for parking on the lot. 5. Street Sweeping: The City's street sweeping contractor, Pacific Power Sweep has donated their services to sweep before and after the event per their contract. Public Information Booth The staff has also planned to operate with the police community services officer a public information booth during the street fair and to provide a free shuttle bus service on Saturday. The total estimated costs if approved by the City Council would be: law enforcement $4,7CC barricades 2F,C bus 3CC estimated total $5,,D50 Balloon Signage Permit: Re -Max realty sponsors-the Country Days Chili cook off and is proposing to place a cold air balloon on the roof of the Moorpark Video store. This permit is being processed separately and fees have not been waived. Building and Safety is reviewing the permit application. If there are no safety hazards associated with the erection of this display, tae permit will be approved. Business Registrations: Several commercial businesses typically participate in Country Days by renting booths. Per our business registration ordinance, each of these businesses will be required to be registered. The fee for business registration is $30.00. Police fees - including the parade, the daytime events, and the evening dance. Total: $600.00 for crowd control. 2. Waiving of applicable fees and permit processing. 3. Responsibility for ordering of barrricades and receiving barricades at the City location. 4. Vehicle parking allowed in the Southern Pacific lot for October 6, 1990 only. ( Moorpark Avenue area only) 5. Street sweeping services following the parade and street fair. GILLESPIE SHERIFF /CHIEF OF POLICE TO: RICHARD HARE, DEPUTY CITY MANAGER FROM: RICHARD RODRIGUEZ, LIEUTENANT DATE: September 4, 1990 SUBJECT: POLICE CONDITIONS FOR THE MOOSE LODGE HORSESHOE TOURNAMENT, COUNTRY DAYS OCTOBER 6, 1990. The following police conditions shall be agreed to by the Moose Lodge prior to the issuance of a Special Event Permit for the Horseshoe Tournament: S I. Acquire ABC permit. 2_ Four (4) uniformed private security guards shall be provided by the applicant from 12:00 PM to the close of the event and complete exit of the public. The event shall terminate no later than 7:30 PM. 3. The ABC permit shall t-,e on display at the dispensing location- Any violation of the ABC permit conditions shall cause the event to be terminated by the Moorpark Police Department. Beer sales -hall conclude no later than 6:30 PM or 1 hour prior to cone >n of the event which ever occurs first. 4. No alcoholic beverages will leave the premises for any amount of time. 9. A limit of 300 people shall be allowed on the property at any one time. It shall be the responsibility of the applicant to maintain an accurate count of the crowd. If there are more than 300 people at the event as determined by the Moorpark Police Department, the event, may be terminated. 10. The north side of the property shall be fenced with an entrance and exit gate provided for parking. The entrance shall remain clear and open for emergency vehicle access and public safety_ One uniformed private security guard will maintain control of this area at all times. 11. Vehicles exiting the sil:e on Los Angeles Ave /SR 118 shall be directed to make a right t,irn only. 12.
