HARE City Clerk City Treasurer MEMORANDUM TO: Honorable City Council FROM: Richard Hare, Deputy City Manage DATE: September 12, 1990 SUBJECT: Portfolio Management System BACKGROUND Per the City Council Finance Committee' s recommendation the City Council budgeted $12, 000 in FY 90/91 for the acquisition and installation of a portfolio management system. Several software packages have been reviewed by the staff and the finance committee. The proposed basic systems vary widely in pricing: ADS RESOURCE $ 11, 200 WISMER MONEYMAX 10, 000 SYMPRO PORTFOLIO TRACKING SYSTEM 10, 395 SUMMIT GROUP PRISM 5, 250 The ADS Resource system provided the most complete proposal which meets all of the immediate needs of the City. Their proposal for a basic system includes the standard investment management reports, yield calculator module, swap analysis module, cashflow forecasting, security system, and interfacing module to Lotus 123 which is the City' s current spreadsheet software. All of the other proposals lacked one or more of these key elements. The family of RESOURCE Treasury Information Management Systems has been purchased by over 0 400 organizations since the first RESOURCE installations in 1982. It is the most widely used microcomputer treasury workstation software product in the world. The following RESOURCE functionality is recommended to meet the City's requirements: Investment Management System - BASIC Version Yield Calculator Swaps and Trades Analysis Lotus Spreadsheet Interface (User-Defined Reporting) Cashflow Forecasting General Utilities and Security System RESOURCE has growth capabilities that can insure the City's future requirements would be met. For example, RESOURCE could be integrated with the Cash and Banking application to provide a completely integrated treasury automation system, including a General Ledger Interface feature for interfacing with the City's financial management information system. Subsequent additions Mwould be incorporated so as to insure that the system continues to he fully integrated. Today, RESOURCE can be used in a Local Area Network (LAN) and can be enhanced to provide pMulti-User Access for simultaneous use from multiple microcomputers in a network. We are confident that the City will find Public Treasury RESOURCE to be a cost-effective treasury management tool A business relationship with ADS Associates provides an assurance that your treasury system purchase will serve you exceptionally well now and in the future because of the firm's specialization in treasury applications. The standard Public Treasury RESOURCE System features could be installed within 45 to 60 days from date of contract. This assumes full cooperation from client personnel including their availability for timely training and installation activities, equipment availability five (5) days prior to start of training on RESOURCE, and an allowance of at least forty-five(45)days following receipt of the client's pre-installation information.
