SUBJECT: REVISION TO CONTRACT BETWEEN THE CITY AND PBR TO
ACCOMPLISH WORK FROM SEPTEMBER 20 TO OCTOBER 31, 1990
Background
On September 12, 1990, the City Council gave direction to finalize
the Carlsberg Specific Plan EIR utilizing the plan addressed in the
Draft EIR and to complete the Carlsberg Specific Plan document
pursuant to the City Council's land use changes of August 15, 1990.
On September 14, 1990, staff gave PBR authorization to complete
these changes. The Council made additional modifications to the
Land Use Plan on September 19, 1990.
Discussion
Staff has notified PBR to stop additional work for the Carlsberg
Specific Plan with the exception of finalization of the
Environmental Impact Report. City staff can make changes to the
Specific Plan text, but is not equipped to make the extensive
graphic changes required for completion of the Specific Plan. It
is staff's desire to amend the existing contract with PBR to
complete only the required graphic changes to the Specific Plan
Text. PBR would be contracted with on a time and materials basis
to complete that work. According to Michael Doty, approximately
20 of the graphics will need revisions at a cost not to exceed
$10,400.
Recommendation
Approve the use of PBR on a time and materials basis not to exceed
$10,400.

Dear Pat:
Pursuant to your request of Friday, September 21, 1990 we have reviewed the graphic needs
for the completion of the Carlsberg Specific Plan. In our estimation, the attached
annotated Exhibit Last represents those exhibits which will need revising.
We are sure that exhibits 7 -10, 12 -16, 25, 27c, and 28e must be revised based upon the
Land Use Plan as revised on September 24, 1990. We also assumed from comments
received at the public hearings that it might be necessary to revise exhibits 20 -24. If
revisions to these exhibits are not deemed appropriate, reductions in costs could be realized.
In the interest of your fast track time schedule we would propose to proceed on a time and
materials basis with the total amount not to exceed $10,400.00 without the consent of the
City. Please note that this amount does not include attendance at public hearings or
document preparation and printing costs.
Given a timely start -up date, we are confident that we can pez£onn the tasks necessary to
meet your October 31st deadline,
