Since July, 1989, the City of Moorpark has recruited for a
second Code Enforcement Officer position. Throughout this
period of recruitment the City received only 35 applicants
for the position. Seven of these applicants applied for a
Code Enforcement Officer Supervisor position which was also
opened at a higher salary range to attract additional
applicants.
Throughout this process it has been determined that the
salary range of Code Enforcement Officer is competitive for
a City this size, however, it is not enough to induce an
experienced Code Enforcement Officer to relocate or to join
a small department with limited promotional opportunities.
Most applications received were from individuals without any
previous code enforcement experience. They would be capable
of fundamental violation identification and public
assistance activities, but would require substantial on the
job training to perform at the code enforcement officer
level. The hiring of a Code Enforcement Technician has been
considered as a method of surmounting some of the
recruitment difficulties we have encountered.

CODE ENFORCEMENT TECHNICIAN
DEFINITION
Under general supervision, performs a variety of municipal
code enforcement work; to assist the public with City
inspections of planning, zoning and related City codes, and;
to perform other related work as required.
EXAMPLES OF DUTIES
Enforces municipal codes, including the zoning code;
inspects and monitors such codes as the Sign Ordinance, Home
Occupation Ordinance, Land Use Permit conditions and related
laws. Prepares reports for superiors regarding violations
of City codes; may appear before the Planning Commission and
City Council on Code Enforcement and planning related
matters; assists the public with various City code
interpretations and enforcement activities; works with other
staff members in the coordination of code enforcement
matters, and may perform special research and report
preparation on specific matters related to the position.
QUALIFICATIONS
Training and Experience
One year of inspection/ enforcement related service which
requires contact with the public, or similar experience and
a high school diploma or the equivalent. Possession of a
valid California Driver's license and insurable by the
City's insurance carrier.
Knowledge and Abilities
Knowledge of accepted City standards for land use and
related planning practices; ability to communicate clearly
and concisely, orally and in writing, and establish and
maintain effective working relationships with others. Must
posses the ability to work cooperatively and effectively
with the general public, other city employees and personnel
from other public agencies.
Staff has prepared a job description for Code Enforcement
Technician for the City Council's consideration. If
approved by the City Council this position would allow
flexibility in hiring a second Code Enforcement position.
The position allocation for the department would become one
Code Enforcement Officer, and one Code Enforcement
Technician. The lower classification would allow the hiring
of an individual from the pool of candidates who may not be
qualified yet for the code enforcement officer position.
The addition of this description to the classification plan
provides some upward mobility in a previously static °job
class.
RECOMMENDATION
Approve the job classification for Code Enforcement
Technician and the hiring of this Code Enforcement
Technician position in lieu of a second Code Enforcement
Officer position.
