SUBJECT: Consider Amending Youth Dance Rules
BACKGROUND:
Vickie McGowan and Pam Castro, Moorpark Youth Activities
Committee members, addressed the Parks and Recreation
Commission at their August 10, 1990, meeting to request
amending the Youth Dance rules. Specifically, their request
was to change the dance eligibility requirements from 7th to
10th grades to include all high school aged students.
This request was based upon the fact that the high school
Juniors and Seniors are excluded from our dances, and the
high school has very few dances so they do not have an
opportunity to attend a monthly dan<e-
The Commission's discussion centered around the upper age
limit to be permitted at the dances -- should it be capped at
17, 18 or 19 years of age. Initially, Commission consensus
was to cap the dance age limit at 7; however, after further
discussion, Commissioners Corzine and Torres felt 17 was too
low as many Seniors in High 3,chool were aged 18. All
Commissioners agreed 19 year olc were too old to attend.
By majority vote 4 -1 (Commissioner Radich opposing), the
Commission moved to recommend the City Council amend the
Youth Dance Rules admission r�-quirements from 7th to 10th
grades to youths aged 13 to 18, provided the 18 year olds are
in High Schoo 1 and have a s chc L card, be admitted to
the dance.

Staff is not in agreement with the Commission and does not
support their recommendation. Staff feels Junior High and
High School students, because of their age difference, should
not be permitted at the same dance. This is a current policy
of both the Junior High and High School. Attendance at
dances held by Chaparral Middle School is restricted to
Chaparral students with I.D. cards. All other students,
including Chaparral students without I.D. cards, are not
permitted at the dances. Additionally, as noted in the
attached middle school newsletter, Chaparral students must
have an I.D. card to attend High School athletic events; and
because of significant discipline problems to high school
officials last year, Chaparral officials strongly recommend
Chaparral parents attend High .school athletic events with
their children.
The High School has requested Junior High officials attend
the High School athletic events to assist in supervision of
the Junior High students. Staff was additionally informed
Junior High students are not permitted at High School dances.
Moorpark Youth Activities Committee representatives also•
informed the Commission they are experiencing some difficulty
in securing chaperones for the dances. It was suggested paid
chaperones be considered to insure sufficient chaperones are
available for each dance.
Also discussed at the Commission meeting was the fact several
groups are offering youth {dances. The newly formed group,
"Our Town," offers a teen dance for teens aged 13 to 19.
Their dances combined with our dances; the Junior High and
High School dances, provide a ari.ety of opportunities for
students to attend a dance.

2. Begin dances for High School aged students, grades 9
through 12. Dances not he scheduled to conflict with
High School dances.
3. Consider hiring chaperones for dance supervision. If
paid chaperones are hired, consider increasing dance
admission fee from $3 to $5 per person to cover
additional program expenses

FOR MOORPARK AIELODRAMAI
Each paid PISA member will have the opportunity to will
tickets to local restaurants orthe melodrama this Fail. Paid
members' names will be placed In a drawing for the appro-
priate grade level on Back- to-School Night.
September 5 is the kick -off date for the the 1990 -91 mem-
bership drive for the Chaparral PTSA. Dues this year are
$3.50 per person. Parents, students, friends, and staff
members are invited to show their support for this valuable
organization by joining between September 5 and Septem-
ber 14. The PTSAwW also sponsor a contest between home-
rooms for the highest percgntage of memberships. MEM-
BERSHIP LETTERS AND ENVELOPES WILL BE SENT HOME
ON THE FIRST DAY OF SCHOOL along with school emer-
gency cards and insurance information.
The Chaparral PISA provides a wide variety of services to
the students. They are the sponsors ofRed Ribbon Weekac-
tivities and contribute substantially to the D-A-R.T. (Drug
Abuse Resistance Training) program. The PTSA also spon-
sors the annual "Reflections" fine arts contest. In the past
they have sponsored 50's -60's dances which included big -
name entertainers such as Al Wilson and Cannibal and the
Headhunters. Another very valuable service is the scholar-
ships the PISA provides for various field trip activities
including the 7th grade trip to Anacapa Island. Eighth
grade promotion activities also receive assistance from the
PISA. Our PISA is an active participant in the Moorpark
.Unified School District President's Council which meets
monthly with Superintendent Thomas Duffy and provides
parent seminars throughout the school year.
Membership In the National and State PTA organizations,
which our dues provide, enables our local PTSA to take ad-
vantage of a vast network of information. Program ideas,
pending legislation, leadership development, and valuable
information of concern to parents Is made available to our
officers and members through monthly publications and
workshops. Strong membership in this organization is of
value to all of us so when that letter comes home on
September 5, please join by filling in the requested infor-
mation on the membership envelope and returning It to
school with your child. Thanks for your support!
NEWSWORTHY NOTES
MUG SHOTS. Friday, September 141s the date set
for school pictures. Details of the picture packets
available and pricing Information will be sent home
prior to that date.
STUDENT COUNCIL PLANS. Student Activity
Director Rick Kent has met with members of the
Chaparral student government and plans are already
underway to make this the best year ever for student
activities. They will kick off the second annual maga-
zine sale fundraLser on September 13. Sales will con-
tinue through September 25. Proceeds of past stu-
dent body fundralsers have beenused to purchase
student production sound and lighting equipment
and to pay for such things as assemblies and student
incentive awards. The first dance will be held on
Friday, September 28 from 3:30 to 5:00 p.m.
CLUBS & ATHLETICS. A variety of clubs will be
available for students to participate in again this year.
Students should listen carefully to morning an-
nouncements for meeting dates and places. Chapar-
ral also has inter- scholastic athletic teams in cross -
country, basketball andvolleyball (girls' and boys') as
well as an extensive lunchtime intramural sports pro-
gram. Again, students need to listen to morning an-
nouncements for information.
ABSENCES. If your child is absent from school,
please call the Attendance Office (529 -2200, Ext. 19,
on the day of the absence. If this is done, no written
excuse will be required.
