Consider Support of League of California Cities
"Operation Budget Freedom" Program
The City Council recently received information from the League of
California Cities concerning its program entitled "Operation Budget
Freedom." The program is intended to develop a concerted Statewide
effort to:
1. Repeal recent State legislation that resulted in booking
and property administration fees;
2. Separate cities from the State budget process; and
3. Provide long -term revenue base for cities and counties.
As you are aware, the immediate impact of the State's 1990 -91
Budget on Moorpark is a projected, unplanned expenditure of at
least $75,000. This is a result of the booking and property
administration fees and does not include minor reductions to the
Cigarette Tax which were included in the City's adopted budget. It
is apparent that a comprehensive program is needed to assure
stability for city and county revenue sources if for no other
reason than to prevent this year's exper.ence from becoming the
standard process.
Staff Recommendation
Support the League's "Operation Budget Freedom" program and direct
the Council's Budget and Finance Committee and Staff to proceed
with the recommended activities.
