Knipe, City Engineer% October 10, 1990 , By McDONALD'S INITIAL TRAFFIC IMPACT EVALUATION - STATUS REPORT BACKGROUND INFORMATION In an effort to gain City permission to begin processing a general plan amendment that would permit development of a commercial center on the northeast corner of New Los Angeles Avenue - Spring Road, the McDonald's Corporation submitted a traffic study for City review. The purpose of the study was to address the feasibility of identifying mitigation measures that would more than offset project impacts. If it was concluded that such mitigation measures could be identified, McDonald's hoped that the City would permit initiation of general plan amendment processing for their project. The traffic study submitted was apparently intended to represent no more than an overview analysis of potential traffic impacts and mitigation measure effectiveness. It included project traffic generation, cumulative project evaluation, and conceptual geometries for restriping of the Spring Road - New Los Angeles Avenue intersection. However, it lacked a project site plan, supporting calculations, traffic count data, and a list of the cumulative projects evaluated. The conceptual geometries proposed in the study are very similar to those which were designed and submitted for CalTrans approval in conjunction with development of PD -1064 (Topa) . Due to CalTrans' previous concerns regarding this intersection, however, we believe that they should be involved at the conceptual design stage to determine what geometries CalTrans will require. 799 Moorpark Avenue Moorpark. California 93021 (805) 529 -6864 Page - -2- In summary, the intended purpose of the study was not to exhaustively analyze project traffic impacts, but rather to demonstrate the likelihood that successful mitigation measures could be identified. To accomplish this, it will be necessary to make technical revisions to the trip generation and traffic assignment assumptions and gain CalTrans conceptual approval of intersection geometrics. The developer has been informed of this requirement, and we have been informed that a meeting with Call-rans has been held to discuss conceptual geometric design. RECOMMENDED ACTION This material is provided for information only, and no action is required.
