Meeting 10- 17 -90) SUBJECT: Consideration of Bids for Award of a Contract for Street Striping Service OVERVIEW This presents a summary of bids received for the subject work and recommends award of a contract for street striping. DISCUSSION A. Background The FY 1990 -91 Budget provides funds (Acc #142 -642: $25,000) for maintaining the street striping and legends throughout the City. A project has been assembled designed to address all of the areas known to be in need of re- striping at this time. B. Scope of Work The project consists of the re- painting of certain 1) STOP & LIMIT LINES, and 2) lane line markings as shown on the attached map and charts (Exhibit 1). The cost estimated developed for this work prior to soliciting price quotations is $16,088.50. C. Request for Price Quotations A Request for Price Quotations was sent to five striping firms in the area. E. Bid Results The deadline for receipt of bids was October 5. Only one bid was received. A detail of the bid results is shown on Exhibit 2. A summary of the bid submitted is as follows: Total Bid ......... Add Alternate ..... Eng. Est _ $16,088.50 _ $300.00 Total plus Add Alt... $16,388.50 F. Analysis Safety Striping $10,462.25 $300.00 $10,762.25 Safety Striping Services has confirmed their bid. Based upon past experience, Staff is satisfied that this company is qualified to perform the work required. Staff is still evaluating the cost effectiveness of installing the pavement delineators with City forces. It is recommended that the City - Manager be authorized to add this element to the Scope of Work if deemed necessary. G. Fiscal Impact A fiscal analysis of street striping activity to date is as follows: Budget FY 1990/91 ... Award a contract to Safety Striping Services for the street striping services described herein, in the amount of $10,462.25. Note: The contract price is based upon the unit prices bid applied to an estimated quantity of items of work. The final contract cost will be based upon the actual quantities of work performed. 2. Approve a twenty per cent (20 %) contingency and authorize the City Manager to approve additional work (including the Add Alternate Bid Item) not to exceed twenty per cent (20 %) of the contract price.
