Reynolds, Jr., Management Analystl October 11, 1990 SUBJECT: Consider City Participation in Greater Avenues for Independence, (GAIN) Pre - Employment Preparation The County of Ventura Public Social Services Agency GAIN Program Manager is recruiting job training locations for GAIN program participants. The City has received an invitation to apply to be a site training location. This phase of the GAIN program is called Pre - Employment Preparation, (PREP), and provides participants with work site experience. After completing this phase of GAIN, participants will be permanently placed into full time jobs. Background In 1986, the GAIN program was set up by the State of California in an attempt to improve welfare and Aid to Families with Dependant Children, (AFDC), programs. The GAIN program provides participants with basic training and education, teaches basic techniques for job placement, and provides them with on- the -job training experience. The City has an opportunity to participate in the final phase of this program, by providing GAIN participants an opportunity complete their training with CitS staff. Discussion The GAIN Program Manager, Ruth Irussi, is recruiting for the development of potential PREP training sites. Each interested sponsor must complete the attached questionnaire, and submit it to PSSA as soon as possible. 799 Moorpark Avenue Moorpark, California 93021 (805) 529 -6864 GAIN /PREP Application October 8, 1990 Page 2 Participants will be able to work at the PREP sites for 32 hours per week for 13 weeks or 12 months, (depending on their grant). A 40 hour work week is not allowed by the State, because the participants are required to spend at least one day a week looking for permanent work. After 13 weeks, the participants will become familiar with the importance of being at work on time, staying on the job the for a full work day and other skills as may be applicable to the type of training required for each City position. Participant wages will be paid by the participant's AFDC grant, and Worker's Compensation will be paid by GAIN /PREP. The City must "qualify" to be a training site by meeting GAIN's criteria, as described in the attached application materials. This criteria includes supervisor participation in the orientation training, and the ability to provide quality training to GAIN participants. Orientation and supervision requirements have been modeled after the criteria used in the Summer Youth Employment program, (one two hour orientation, and a limited number of participants per supervisor). Potential City positions to be considered for PREP training may include; maintenance worker, secretary, clerical, accounting word processing and data processing. Staff is hopeful that the City will qualify, and that GAIN /PREP participants will develop into permanent employees with the City. Like the Summer Youth Employment Program, this may be an opportunity for the City to help others, and receive benefits as well. Recommendation That the City Council authorize staff to complete the PREP application materials, and attempt to establish the City as a GAIN training site. With the official word, Ventura County became the first in Southern California and fifth in the state to start a program aimed at improving the education, Job training and placement services for applicants and recipients of Aid to Families with Dependent Children IAFDC). This program, known as Greater Avenues for Independence (GAIN), is designed to prepare and assist the aid recipient in becoming self - sufficient through employment. A.key component of the GAIN program is work experience at public agencies and private non - profit organizations. This component is known as Pre - Employment Preparation'(PREP). GAIN /PREP is recruiting for the development of potential PREP training sites. GAIN invites you to participate in this recruitment by completing a PREP Training Site* Request. GOAL OF THE PROGRAM - PREP provides the opportunity to develop work behavior skills and a reference for future employment. - PREP provides on- t ^.e -jcb enhancement of existing or recentiv acquired skills. PLACEMENT, HOURS, - Placement considerations can begin immediately. BENEFITS - Prior to placement., each applicant will be thoroughly assessed and placement i:: matched to their employment goal(s). - Participants will be ailowed to work a maximum of 32 hours per week for a total of 13 weeks or 12 months. However, work hours and. terms of employment will be pre - determined and agreed upon prior to placement. - No participant wages are paid.
