Gilbert, Director of Public Works 7(c DATE: October 11, 1990 (Council Meeting 10- 17 -90) SUBJECT: Approval of Acquisition of a One Ton Dump Truck OVERVIEW This presents for approval, the icquisition. of a One Ton Dump Truck. DISCUSSION A. Background The budget for Fiscal Year 199u/91 includes $25,000 for the acquisition of a One Ton dump truck to support the operations of the Public Works Department. At the meeting of September 19, the City Council reviewed and approved the Specifications for the cab & chassis and the clump body. B. Bidding Documents The Cab & Chassis and the Dump Body are two separate items made by different manufacturers. The bid package included separate specifications for both items, and was designed to allow for the submittal of bids by agents of either industry for only one item or both items. In order to allow for some flexibility in the bidding and selection process, bidders are permitted to deviate from the stated specifications by noting differences in space provided. The bidding instructions also stipulate that the City may reject any bid, may make its selection based on the perceSved needs of the City (not merely price) and may select 1,:th or only one of the items bid. 799 Moorpark Avenue Moorpark, t_;alifornia 93021 (805) 529 -6864 Dump Truck Acquisition October 17, 1990 Page 2 C. Bid Results Bidding documents were distributed to selected automobile dealers and truck body companies in the area. Eight bids were received for one or both of the items. A summary of the bid results is attached. Three of the bids were received after the 2:00 p.m. deadline for submittal of bids. It is recommended that these bids be rejected. D. Analysis 1. Cab & Chassis: The bid submitted by Crown Dodge was originally submitted at $13,917.58. The bidder subsequently discovered an error in the bid amount and revised their bid to $15,766.59. The resultant apparent low bidder is William Morris Chevrolet in Fillmore, whose bid is $14,897. The cab & chassis will be delivered within the six week period specified. 2. Dump Body: The bid quoted by William Morris Chevrolet in Fillmore for the dump body is $4,603.48. Valid bids submitted by other Automobile dealers reflect a lower price for this item received from different suppliers. since a lower price is available in the market place, it is recommended that all bids received for this item be rejected and that staff be directed to acquire this item on the open market in accordance with informal bidding procedures. RECOMMENDATION 1. Reject all bid received subsequent to the bid deadline. 2. Approve the purchase of a one ton cab & chassis from William Morris Chevrolet of Fillmore for the price of $14,897.00. 3. Reject all bids received for the dump body and authorize staff to procure this item pursuant to the Informal Procurement Procedures.
