SUBJECT: Update on Route 118 Westerly Extension Alignment Study
OVERVIEW
This is another update on efforts to determine the future
alignment of the westerly extensi-c>n of Route 118.
DISCUSSION
A. Background
The City Council has been monitoring Caltrans' efforts to
determine the future alignment and right -of -way for the Route
118 westerly extension. Recently a letter was sent to the
Director of District 07, Caltrans, requesting his assistance
in expediting efforts in this regard.
B. Meeting
On Thursday, October 11, a meeting was held at City Hall on
this subject. In attendance for the City were the Director
of Community Development, the City Engineer and the Director
of Public Works. In attendance from Caltrans were
representatives from various departments and divisions
including both Project Design and Environmental Planning. A
summary of those discussions i:> set forth below.

C. Digital Mapping
Caltrans officials were advised that the digital aerial
mapping being prepared by the City's consultant is expected
to be completed next month.
D. Obiective
It was re- stated that the objective of the efforts at hand is
to locate the centerline (alignment) and the right -of -way
lines for the westerly extension of Route 118 through the
City of Moorpark. As previously discussed, this includes the
study of that portion of the Route 23 northerly extension
sufficient to locate the Route 23 / 118 interchange.
E. Design
In order to adequately locate the alignment of these highways
and determine the location of the right -of -way lines for
same, it will be necessary to undertake a substantial design
effort. Caltrans officials confirmed that they were prepared
to proceed with this design effort. They anticipated that
they will be prepared to begin work in January 1991. They
anticipated that the effort necessary would require
approximately one year to complete.
E. Environmental Review
It was recognized that some type of environmental assessment
would be required to accompany this design project. The
approach recommended by Caltrans is to first perform an
Initial Study for the project and then later determine the
full scope of the environmental document required based upon
the findings of that effort.
Caltrans officials believe that an Initial Study could be
started as soon as a set of maps are made available. It was
anticipated that such an effort could be completed within the
time frame of the design project discussed above (January
1992). It was noted, however, that authorization for this
work had not yet been granted by District 07 officials.
RECOMMENDATION
Staff recommends that the City Council authorize the Mayor to
send a letter to the Director of Caltrans District 07 requesting
that the staffing required to perform the necessary
Environmental Analysis be approved.
