MEMORANDUM
To: The Honorable City Council ( ►y//
From: Patrick J. Richards, Director of Community Development,0,
Subject: Request For Environmental Impact Reports
Date: October 5 , 1990 (CC Meeting 10-17-90)
The city recently received a request by Mr. Jerry Straughan,
Processor of Urban Studies at Moorpark College, to obtain past and
future environmental impact reports (EIR's) associated with
development projects. The purpose is to create a central location
for EIR's related to development projects within eastern Ventura
County.
Currently draft EIR's are sent to several County agencies, special
districts and the city's standard distribution list. Moorpark
College is not on the normal distribution. A copy of all EIR
drafts are located in the city's library and at the City Hall
counter.
As a result of Mr. Straughan's request staff intends to place
Moorpark College on the mailing list for Final EIR(s) after
certification) and request the local library to send the draft
EIR(s) to the college after the public hearing review period. This
process was discussed with Mr. Straughan and found to be agreeable.
Staff Recommendation
Receive and File.

Re: Eastern county EIR library
Steve Kuney, City Manager

Moorpark. CA 93021
Dear Mr. Kuney:
Over the past few years I have become increasingly aware of the need to have a
central location for EIR's and other environmental documents dealing with the eastern
part of Ventura County and the cities of Thousand Oaks, Simi Valley, and Moorpark.
Therefore, in cooperation with the Moorpark College Library, I have made
arrangements to have these kinds of documents indexed, cross referenced, and
placed in a computer bibliographic data bank for use by the students, public agencies,
and the general public. We hope to have the bibliographic data bank accessible via
modem from off campus in the not to distant future.
The purpose of this letter is to enlist your help in obtaining the documents to be used in
this set of reference materials. What we are attempting to do is assemble as compleat
a set as possible from each of the jurisdictions starting from their last general plan
update of their land use element. We would like also to be placed of your mailing list
for any future EIR's from your jurisdiction so as to keep the materials current and
relevant. The address for the mailing list should be:
Moorpark College E!R Reference Library
7075 Campus Road
Moorpark, CA 93021
Attention: Jerry Straughan
I will telephone you in a few days to get your thinking about all this. • •-
