Richards, Director of Community Development Date: October 17, 1990 (CC meeting of 11/7/90) Subject: RPD 1072 Minor Modification No. 2 Background On November 9, 1987 the City Council adopted Resolution 87 -430 approving Vesting Tentative Tract 4342 and Residential Planned Development Permit 1072, allowing construction of 179 single family homes and two recreation lots . The 3 Tracts in West Village were originally approved with limited architectural variation from the Tracts in North and South Village. Thus, there had been little to distinguish the three villages from each other. During the public hearings for Tract 4342 there were comments to the effect that the design and character of the West Village was too much like that of South Village, and there was little to give it it's own distinct character. In rethinking the comments of the City Council, Urban West decided to incorporate the comments presented at these past hearings by making - modifications to the design of West Village beginning with Minor Modification No. 1 (approved by the Director on September 11, 1989). The purpose of that Modification was to conform to the Planned Community 3 concept of providing variations among North, South and West Villages which was lacking between the previously completed North and South Villages. A summary of the approved modifications includes modifications to the sizes and floor plans of the houses, changes in the common area landscaping, modification to the landscaping to include more 799 Moorpark Avenue Moorpark, California 93021 (805) 529 -6864 drought tolerant plants, changes in the design of the fences and walls, and elevation changes to the units. These modifications were made to the 3 Tracts in West Village in order to create a slightly different character than exists for the homes in either North or South Village. As in the North and South Village Tracts, the architectural themes remain Spanish, Traditional and Mediterranean, but modifications were made to create a different character between West Village and the already completed phases. The three architectural themes are each present within each of the three Tracts rather than each Tract within West Village being limited to one theme. Discussion The requested Minor Modification (No. 2) to PD 1072 is for interior and minor exterior elevation changes to Tract 4342 (in addition to the changes that were previously approved in Minor Modification No. 1). The proposed changes to the interiors of two of the floor plans include the addition of an exercise room (plan 3) and addition of an open play area common to the secondary bedrooms (plan 4). These proposed interior changes will not affect the building's footprint or elevations but will add about 100 square feet to each plan. This can be accomplished because the design of the support trusses on the sloping roof can be reduced in size to permit an enlargement of the interior volume, and hence, square footage. The proposed modifications to the exterior's include changing multi -pane to single -pane windows and the addition of more detailed garage doors. Each house will still maintain its architectural theme and the proposed modifications would not affect the appearance of the houses. The colors and materials to be utilized will remain unaffected. The replacement of the multi -pane windows with single -pane windows was discussed by the Council when RPD 1070 Minor Modification No. 1 was reviewed at the July 25, 1990 Council meeting. Urban west is trying to ensure that the design of all of tie windows in West Village remain consistent. Staff has met with Urban West to review the proposed changes and the Director is satisfied that the changes made between the approved elevations and those proposed in this application will meet the intent and approved design of the original perm t The Director of Community Development has reviewed the proposed Modification and intends to approve it. Pursuant to Resolution 86 -523 the Director has the authority to approve Minor Modifications. This matter is being presented to the Council as a courtesy. In the event the Council wishes to appeal the Director's decision, it may do so. Should the Council desire to appeal, it should set a public hearing date. The next available meeting date would be the Council's regular meeting of November 21, 1990. If the Council takes no action then the Director's decision stands. Receive and file.
