Reynolds, Jr., Management Analyst L -- October 31, 1990 1989/90 Senior Nutrition CDBG Agreement Extension On June 22, 1990, staff informed the City Council that the City would be not be able to use CDBG funds for fiscal year 1990/91 until September 4, 1990. This created a gap in CDBG funding for those 1990/91 programs scheduled to be initiated by the City in July, 1990. After completing the reimbursement requests for the 1989/90 Senior Nutrition program, it was determined that surplus funds existed. Staff is recommending that the City extend the term of the 1989/90 Senior Nutrition CDBG Agreement from June 30, 1990 to September 3, 1990, so that the balance of 1989/90 CDBG funds can be expended, thus minimizing the City's subsidy of the funding gap. Background The Senior Nutrition program received CDBG funding as a result of a request made to the City from the County Public Social Services Agency, PSSA, which stated that without City contributions, the program would have to end. In order to continue the program without disruption, the City entered into an agreement with the County /HUD to initiate the program July 1, 1989. In March of 1989, the City appropriated a second $10,000 to Senior Nutrition from 1990/91 CDBG resources. This appropriation was intended to continue this service, uninterrupted, for another twelve months. On June 22, 1990, staff informed the City Council that the County would be unable to make CDBG funds available to the Entitlement cities on July 1, 1990. As a result, staff requested that the City Council allow staff to use the Social Services account (01.117.642), to pay for services between July 1, 1990, and September 3, 1990. After processing the reimbursement request from PSSA for costs through June 22, 1990, staff realized that $877.03 of surplus funds existed. Discussion The total cost of the program between June 22, 1990, and August 31, 1990 is $1,794.03. An analysis of July and August program expenses indicates that the 1989/90 CDBG funds will compensate the City for 4 additional weeks of the program. The agreement can only be modified in writing. With the Council's approval, this amendment will be initiated immediately. Staff will provide the Council with a copy of the agreement amendment. The total cost of the Senior Nutrition program from July 1, 1989, to September 3, 1990 is $10,917, less the CDBG funds of $10,000, leaves a balance due to PSSA from the City of $917. Recommendation That the City Council authorize the City Manager to extend the 1989/90 CDBG Senior Nutrition agreement from a term of July 1, 1989 to June 30, 1990, to a term of July 1, 1989, to September 3, 1990.
