Gilbert, Director of Public Works DATE: October 31, 1990 (Council Meeting 11 -7 -90) SUBJECT: Consider the Restriction of Over Night Parking on Flinn Avenue, Minor Street, Fitch Avenue and Zachary Avenue OVERVIEW This presents for consideration a Resolution prohibiting over night parking on the subject streets.. DISCUSSION A. Truck and Trailer Parkina In recent months more and more trucks and trailers are being parked for extended periods of time on the streets in the industrial area located on Flinn Avenue and adjacent streets. From the type of trucks being parked, it is obvious that many of the trucks are not even associated with the businesses in the area. This practice can be unsightly as evidenced by the parking of empty dump trucks, unattended dump trailers and other large vehicles. It is also reported to have created access and parking problems for some of the businesses in the area, and would appear to be a public safety problem. 799 Moorpark Avenue Moorpark, California 93021 (805) 529 -6864 City Council Flinn Avenue Parking Restrictions Page 2 C. Business Inquiry A letter was sent to the businesses in the affected area. The letter discussed the truck & trailer parking problem and the possibility of imposing parking restrictions to deal with that problem. The affected businesses were asked to provide input to this process prior to the City taking such action. All written comments received at the writing of this report, have been in support of the proposed action. One telephone call was received from a party opposed to this restriction. CONCLUSION Based on the above analysis and findings, it is the opinion of staff that overnight parking restrictions should be enacted for the affected area. RECOMMENDED ACTION Adopt the attached resolution prohibiting parking on the subject streets between the hours of 10:00 P.M. and 6:00 A.M.
