HARE City Treasurer Community 1 for Park In the FY 1990/91 budget, City Council approved installation of a picnic pavilion at each of the following neighborhood parks: Campus, Glenwood, Griffin and Peach Hill. Although Council approved a second picnic pavilion at Peach Hill Park, consensus of the Council was to withhold development of the pavilion until the other picnic: avi.lions were constructed to determine if the second pavil!�,n would be needed. Funding amount approved was $15,000 for ach pavilion. Source of the funds will be from the Neighbo:.;c.d Park: portion of the Park Improvement Funds of the respec' zon s, of each park. Also during the budget process, staff recommended a picnic pavilion for North Meadows Park which was not approved by Council. The funds for the p- ,_vilior, were transferred to South Meadows Park for nc:,ndesignzted miscellaneous improvements. The primary imi;rovemer,t s discussed were a picnic pavilion (which is beir.: c-)ns' ricted by Urban West Communities as part of the par}c's --iev�,'- >pment) and possible tennis court lighting which was iscussei by Council but not recommended. Staff feels there is a stronc i;. The pavilions recommended for construction is identical to the picnic pavilion at Campus Canyon Park as described below: o Shape - six sided hexagon o Overall size - 32' in diameter o Columns - 16" sq. slumpstone block o Beams - wood o Roof - tile, color to match ioofs in related area Staff has contacted Barry A. Berkus, Architect who drew the picnic pavilion plans for Griffin Homes. Staff spoke with Mr. Carl Schneider who authorized permission to reuse the plans provided the title block is removed from the plans. Attached are photocopies of the picnic pavilion elevations, Notice Inviting Sealed Bids and site locations for Council's review and consideration. Campus Park: Approximately 30' north of the restroom structure atop of the mound which is ringed by several trees. Glenwood Park: West of the existing children's play area and approximately 60' south of Harvester Street adjacent to the sidewalk. Griffin Park: South side of the park atop the existing mound, approximately 40' east of the play area and approximately 150' west of College View Avenue. Location was approved by previous Council action as part of the master plan of development for Griff_'Ln Park. North Meadows Park: Approximately 30' southeast of the tot lot and approximately 70' soutr_ of Molintain Trail. Street in the northern half of the park STAFF RECOMMENDATION: (Roll Call Vote) 1 . PEN:db Attachments NOTICE INVITING SEALED BIDS FOR PICNIC SHELTERS PUBLIC NOTICE IS HEREBY GIVEN that the City of Moorpark as Agency, invites sealed bids for the above - stated project and will receive such bids in the offices of the City Clerk, 799 Moorpark Avenue, Moorpark, California, 93021 up to the hour of 10:00 a.m. on the 2-8th day of December, 1990, at which time they will be publicly opened and read. Copies of the Plans, Specifications and Contract Documents are available from the City of Moorpark, at 799 Moorpark Avenue, Moorpark, California, 93021, upon payment of a $40.00 non- refundable fee if picked up, or payment of a $50.00 non - refundable fee if mailed. Pursuant to California Labor Code Section 1770, et. seq., copies of the determination of the Director of the Department of Industrial Relations of the general prevailing rate of per diem wages for each craft, classification and type of worker needed to execute the work are on file in, and available to any interested person on request, at the office of the City Clerk at 799 Moorpark Avenue, Moorpark, California, and are hereby incorporated herein and made a part hereof as though set forth in full. Pursuant to California Civil Code Section 3248, the successful bidder shall furnish to the Agency at the time of execution of the contract a payment bond approved by the Agency in an amount equal to one hundred percent (100 %) of the contract price. The successful bidder shall also furnish to the Agency at the time of execution of the contract a faithful performance bond approved by the Agency in an amount equal to one hundred percent (100 %10) of the contract price. Pursuant to California Government Code Section 4590, substitution of eligible and equivalent securities for arty monies withheld to insure performance under the contract for the work to be performed will be permitted at the request and expense of the successful bidder. Bids must be prepared on the approved Proposal forms in conformance with the Instructions to Bidders and submitted in a sealed envelope plainly marked on the outside, "PICNIC SHELTERS, DO NOT OPEN WITH REGULAR MAIL."
