Newhouse, Director of Community Services DATE: October 31, 1990 SUBJECT: Consider Plans and Specifications for Neighborhood Park Restrooms In the FY 1990/91 budget, City Council approved installation of a restroom at each of the following neighborhood parks: Campus Canyon, Griffin and North Meadows. Funding amount approved was $40,000 for each restroom. Source of the funds will be from the Neighborhood Park portion of the Park Improvement Funds of the respective zones of each park. The Parks and Recreation Commission discussed this item at their September 10, 1990, meeting. The Commission unanimously approved the rests -oom design and locations as presented. Staff is recommending the same restroom be constructed at each park. The restroom recommended for construction is similar to the restroom at Sunset Hills Golf Course. Overall Description: o Shape - rectangular o Overall size - 302.5 sq. o Walls - wood with stucco o Roof - clay tile, color area ft. (16'9" x 17'9 ") to match roofs in related 799 Moorpark Avenue Moorpark, California 93021 (805) 529 -6864 The Honorable City Council Page 2 October 31, 1990 PLANS: Staff contacted the office of Don Davis Architect and Associates who drew the plans for Sunset Hills. Staff spoke with Mr. Ron Hoover who authorized permission to re -use the plans provided the title block Ls --emoved from the plans. Site locations will be field verified with the successful bidder. Approximate locations and distances from existing City sewer and water service will be stated in the bid documents. However, a pre - construction meeting will be held with a tour of each site to fie.Ld verify locations. Attached are photos of the restroom building, Notice Inviting Sealed Bids and site locati ns for Council's review and consideration. SITE LOCATIONS: Campus Park: The proposed site location is approximately 50' east of the intersection of Hearon Drive and Monroe Avenue. The restroom will be constructed so the entrance would face Campus Canyon School (angled southeast from Monroe Avenue). Griffin Park: Two site locations were proposed to the Commission for consideration: 1) Primary location is adjacent to Campus Park Drive mid -way between College View Avenue and the South boundary of the park; 2) Secondary location is adjacent to College View Avenue and mid -way between Campus Park Drive and the eastern edge of the park. The Commission selected the j)rimary location because: 1) parking available on Campus Palk Drive (parking restricted on College View Avenue); and 2) street lights in area to provide night lighting for use and se(- i­ity. Staff recommends the secondar; Location for the following reasons: 1) in the long -term, the majority of activities and facilities will be in the ea:atern part of the park so the restroom will be closer for u: ; 2) With construction of the freeway connection proposed, College View Avenue will be closed and converted into a pa: ^kir.g lot and /or other uses for the park; 3) a park secur ' , sight planned for area to provide lighting for night us- and illuminate structure and parking lot; 4) entrance will of face a major surface street but face onto a parking lot North Meadows Park: Two locations were presented for the Commission's consideration: 1 Primary location (recommended by the Commission) is on ?.he west side of the park approximately 50' north of .he narkin<r lot entry driveway and The Honorable City Council Page 3 October 31, 1990 30' east of Mountain Meadow Drive. The restroom entrance would face into the park away from the street; 2) Secondary location is approximately the same location as the primary location except the structure would be on the east side of the sidewalk approximately 60' east of Mountain Meadow Drive. The restroom entrance would face the northwest so it would be visible from the children's play area and intersection of Mountain Meadow Drive and Mountain Trail Street. Staff recommends the secondary site location for the restroom building. 1. Authorize staff to solicit bids for the construction of restrooms as outlined in the staff report. 2. Approve restroom locations as follows: Campus Canyon Park - location as recommended by the Parks and Recreation Commission and identified on attachment; Griffin Park - location as recommended by staff and identified on attachment:; North Meadows Park - location as recommended by staff and identified on attachment. PEN:db Attachments NOTICE INVITING SEALED BIDS FOR RESTROOM BUILDINGS PUBLIC NOTICE IS HEREBY GIVEN that the City of Moorpark as Agency, invites sealed bids for the above - stated project and will receive such bids in the offices of the City Clerk, 799 Moorpark Avenue, Moorpark, California, 93021 up to the hour of 10:00 a.m. on the 28th day of December. 1990, at which time they will be publicly opened and read. Copies of the Plans, Specifications and Contract Documents are available from the City of Moorpark, at 799 Moorpark Avenue, Moorpark, California, 93021, upon payment of a $40.00 non- refundable fee if picked up, or payment of a $50.00 non - refundable fee if mailed. Pursuant to California Labor Code Section 1770, et. seq., copies of the determination of the Director of the Department of Industrial Relations of the general prevailing rate of per diem wages for each craft, classification and type of worker needed to execute the work are on file in, and available to any interested person on request, at the office of the City Clerk at 799 Moorpark. Avenue, Moorpark, California, and are hereby incorporated herein and made a part hereof as though set forth in full. Pursuant to California Civil Code Section 3248, the successful bidder shall furnish to the Agency at the time of execution of the contract a payment bond approved by the Agency in an amount equal to one hundred percent (100 %) of the contract. price. The successful bidder shall also furnish to the Agency at the time of execution of the contract a faithful performance bond approved by the Agency in an amount equal to one hundred percent (100 %) of the contract price. Pursuant to California Government Code Section 4590, substitution of eligible and equivalent securities for any nionies withheld to insure performance under the contract for the work to be performed will be permitted at the request and expense of the successful bidder. Bids must be prepared on the approved Proposal forms in conformance with the Instructions to Bidders and submitted in a sealed envelope plainly marked on the outside, "RESTROOM BUILDINGS, DO NOT OPEN WITH REGULAR MAIL." The bid must be accompanied by certified or cashier's check, or bidder's bond, made payable to the Agency for an amount no less than ten percent of the amount bid.
