SUBJECT: Restriction of Left Turns from Private Property
onto Spring Road
OVERVIEW
This presents for consideration, action to restrict left turns onto
Spring Road from the automobile service stations located at:
1) the southeast corner of Sprinq Road & High Street; and,
2) the southeast corner of Spring Road & New Los Angeles Avenue.
DISCUSSION
A. Left _Turns from Private Driveways
A left turn egress movement from a private driveway onto a busy
street can be unsafe. When the driveway in question is
immediately adjacent to a major intersection, the potential for
conflict increases considerably. When the street in question
carries the traffic volumes experienced on Spring Road, such a
such a turning movement should be avoided.
On heavily traveled arterial streets, raised (or painted) median
islands are often installed to prevent this type of traffic
movement. The present geometrics of the intersections in
question do not allow for the j.nstallation of such a median.

B. Authority to Impose Restrictions
1. Section 21351 of the California Vehicle Code (CVC) provides
for adoption of measures by the Local Authority deemed to be
necessary and appropriate.
2. CVC Sec. 21360 provides for the regulation of traffic
entering a highway from a private driveway.
3. Whenever any such regulation is enacted by a local authority,
sign must be erected giving notice of same.
Signs may be placed in the street right -of -way without the
consent of the property owner.
Signs may be placed on private property with the consent
of the property owner.
4. CVC Sec. 21353 requires that any traffic control measure
enacted on a State Highway must be approved by Caltrans.
C. Chevron
Staff has contacted the Manager of the Chevron station to
discuss the control of this traffic movement. Speaking on
behalf of the owner, the Manager stated that he has no objection
to the City adopting measures prohibiting LEFT TURNS from their
driveway on Spring Road. He also stated that he had no
objection to the City placing appropriate signs in the planter
areas adjacent to that driveway.
Be advised that the adoption of such a restriction can be done
WITHOUT the approval of Caltrans.
D. Unocal 76
Staff has contacted the Manager of the Unocal 76 station to
discuss this proposal. The Manager is opposed to any effort to
restrict turning movements to and from his place of business.
Be advised that the adoption of any measure to regulate turning
movements from private property located at this intersection
WILL require the prior approval of Caltrans.

RECOMIENDATION
Staff recommends that the City Council take the following actions:
1. Adopt the attached Resolution providing for RIGHT TURN ONLY
signs to be placed at the Spring Road driveway exiting the
Automobile Service Station located at the southeast corner of
Spring Road and New Los Angeles Avenue.
2. Direct staff make application to Caltrans for the review and
approval of the placement (within the street right -of -way) of
RIGHT TURN ONLY signs at the driveways located on Spring Road
exiting the Service Station at the southeast corner of Spring
Road and High Street.
