Proposed Water Rate Increase
Ventura County Waterworks District No. 1 has been developing
a new rate structure. At the October 3rd meeting of the City
Council, staff was asked to monitor these efforts and report
any progress to the City Council.
DISCUSSION
There was a meeting of the District No. 1 Advisory Committee
on Monday, October 22. The proposed revised water rate
structure was one of the topics of discussion.
Water Works District staff will be taking this matter to the
Board of Supervisors at their meeting of November 13, 1990.
A copy of their staff report f"or this item is attached.
The proposed new rate structure is intended to promote water
conservation by exacting a ten per cent (10 %) and a twenty
per cent (20 %) surcharge for- water usage above certain
threshold limits. This form of billing system is most
commonly referred to as a "tiered" rate structure.
At the October 22 Advisory Committee meeting, certain members
objected to the implementation of this "tiered" rate
structure at this time. It was their view that this action
was not justified until after the effectiveness of recent
water conservation measures had been properly evaluated.
RECOMMENDATION
Direct staff as deemed appropriate.

California experienced a fourth consecutive year of below normal
rainfall. The local ground water basin is being overdrafted and
imported water is in short supply. Metropolitan Water District
Of Southern California foresees a water supply shortfall of as
much as 500,000 acre feet within their service area, if the
drought continues in 1991. Many areas of California are already
experiencing severe water shortages. A continued drought in
Northern California will seriously curtail imported water
supplies. A continued local drought will result in substantial
depletion of ground water supplies.
Your Water District's challenge is how best to conserve, control
and deliver enough water to meet water supply needs where and
when they occur. As part of maintaining the reliability of the
water supply systems, we must develop and implement a variety of
water conservation measures to improve the efficiency of water
use.
The County Board of Supervisors, as Board of Directors of your
Water District, urges you to conserve and use water
efficiently. Wasting water is now prohibited by law. Water
Conservation Rules are now in effect. The following wastes of
water are not allowed (Condensed complete Rules are available
at the District Office):
I. Watering landscaping or crops in a manner which allows
water to run to waste.
2. The escape of water through leaks, breaks or
malfunctions within the user's plumbing.
3. Washing cars, trucks, trailers, boats, etc, with a hand
held hose without the use of a shutoff nozzle.
4. Operating ornamental fountains unless water for such use
is recycled without substantial loss.
5. Washing sidewalks, driveways, parking lots, etc. except
where necessary for health or safety reasons.
6. Serving water by a restaurant to its customers without
first being requested by the customer.
7. Any indiscriminate running of water or washing with
water which is wasteful.
8. Watering of residential, commercial, industrial, and
governmental outdoor irrigation from 9:00 am to 4:00 pm.

GENERAL SUGGESTIONS
O Check plumbing system and
fixtures for leaks and repair.
0 Install water - saving devices
in showers, toilets and
faucets.
(Free water conservation kits
are available from the
District Office).
BATHROOM
O Take shorter showers. Turn
off shower while lathering up
and then turn on to rinse
only.
o Use stopper in the sink for
shaving.
O Turn off water when brushing
teeth.
O Don't use the toilet as trash
basket.

NO. 1 FOR FISCAL YEAR 1991
NOTICE IS HEREBY GIVEN that, pursuant to Government Code Section
54994.1, a hearing will be held November 13, 1990 at 10:00 a.m. in
the meeting room of the Board of Supervisors, Administration Building,
Government Center, 800 S. Victoria Avenue, Ventura, California,
concerning the establishing of the following rates and miscellaneous
water charges within the Waterworks District No. 1.
At the Public Hearing, any person may appear and be heard regarding
the proposal.
