SUBJECT: Consider Night Work During the Construction of
the Route 118/23 Freeway Connection Project
OVERVIEW
This presents the consideration of night time construction
activities during the construction of the Route 118/23 freeway
connection project.
BACKGROUND
In response to problems created as the result of such activity,
the City has gone on record with Caltrans as being opposed to
night time construction activities on State highways within the
City limits. In response, Caltrans has assured the City that no
night work will be performed by Caltrans or its Contractors
within the City limits without: first consulting with and
receiving approval from the City.
DISCUSSION
In order to assess the flexibility of prospective bidders and to
encourage the development and consideration of a variety of
construction techniques, Caltrans has included in the bidding
documents for the subject project, a request that bidders
address and discuss alternative methods of construction. One of
the alternatives to be assessed is the possible use of night
work.

A certain degree of inconvenience is bound to accompany this
project. Efforts should be made by all concerned to minimize
conflicts in any way possible. one technique to be considered
is the reduction of adverse traffic impacts by re- directing
construction activity away from peak traffic hours. This could
be facilitate through the use of night work when and where
appropriate and beneficial.
It is the opinion of staff that in certain conditions and under
the proper controls, night time construction could be
accommodated without serious impact on the community.
RECOMCF.NDATION
Staff recommends that the City Council the following actions:
1. Find that the use of night work during the course of this
construction project should be considered an available
option;
2. Direct staff to work with Caltrans to fully evaluate this
option;
3. In the event night work is to be considered, direct staff to
develop a set of guidelines for such activity to be presented
to the City Council for approval; and,
4. Find that all night work done during the construction of this
project shall be performed in a manner consistent with those
guidelines.
