City Participation in the Community Development
Block Grant, (CDBG), Fair Housing Impediment Study
The CDBG Entitlement program is preparing to conduct a study of
fair housing impediments in Ventura County, and has invited City
staff to participate in the selection of a research consultant.
According to federal regulations, CDBG recipients must
"affirmatively further fair housing" in their communities. This
study will help to identify what, if any, impediments exist in the
County, and assist the City in addressing any concerns which are
identified. Because Moorpark will be included in the research,
staff is requesting authorization to participate in the selection
of the research consultant.
Discussion and Background
In January, 1990, staff met with other Entitlement agencies and the
County to discuss, the CDBG program's compliance with the federal
standards for affirmatively furthering fair housing practices. At
this time, a draft Request For Proposal (RFP) was discussed for the
purposes of acquiring a research consultant to identify fair
housing impediments within the Entitlement CDBG jurisdictions.
In January, there was no formal fair housing program in place for
the Entitlement CDBG program. In order to address this concern as
quickly as possible, the County joined together with the Area
Housing Authority, (AHA) , which has agreed to receive all fair
housing inquiries, (which is consistent with past City /AHA
relationships).
On October 22, 1990, the City received the final RFP prepared by
the County, Attachment "A." Staff is invited to join other
agencies in a meeting to review the proposals received for the fair

housing study sometime in late November. The study will be funded
by the County, and could be initiated by January, 1991.
The project may entail some staff participation in the
identification of local housing practices and procedures. If staff
is involved in the selection of the consultant, the City will be
better prepared to assist the researcher with the analysis when
local information is requested, and evaluate the outcome of the
study when it is completed.
Recommendation
Authorize staff to participate in the selection of a fair housing
research consultant as related to the CDBG Entitlement program's
requirement to affirmatively further fair housing practices in the
City.

c) the provision of financing assistance for dwellings;
d) public policies and actions affecting the approval of sites
and other public building requirements used in the approved
process for the construction of publicly assisted housing;
e) the administrative policies concerning community development
and housing activities, such as urban homesteading,
multifamily rehabilitation, and activities causing
displacement, which affect opportunities of minority
households to select housing inside or outside areas of
minority concentration; and
f) if there are any determinations of unlawful segregation or
other housing discrimination by a court or findings of
noncompliance by HUD regarding assisted housing within
Ventura County's CDBG entitlement area, an analysis of the
actions which could be taken by the County and /or cities to
remedy the discriminatory condition, including actions
involving the expenditure of CDBG funds.
2. Specific Requirements
Research and analysis shall be focused on the County's
unincorporated area and the cities of Camarillo, Fillmore,
Moorpark, Ojai, Port Hueneme and Santa Paula.
Content of Proposal
Two copies of the proposal must be submitted. The body of the
proposal must include:
o a brief description of Fair Housing as it applies to the
Community Development Block Grant Program, and to the
federal Department of Housing and Urban Development;
o a brief description of the research methodology to be used;
0 a brief listing of the data sources to be consulted;
