HARE City Treasurer SUBJECT: AUTHORIZATION TO AbVERTISE THE SPRING ROAD - PEACH HILL ROAD TRAFFIC SIGNAL PROJECT FOR PUBLIC BIDDING BACKGROUND INFORMATION The purpose of this memo is to request permission to advertise the subject traffic signal project for public bidding. The project will install a semi- actuated traffic signal system with safety lighting at the intersection of Spring Road - Peach Hill Road. Semi- actuated operation means that the signal will rest in the green cycle for Spring Road through traffic and Peach Hill Road traffic will receive a green cycle only upon demand. Spring Road left turning traffic will be controlled by left turn arrows. See the attached Figure 1 regarding the proposed striping and signal equipment. Construction of this traffic signal is facilitated by and will be coordinated with the RPD 89 -3 (Presbyterian Church) street improvements on Spring Road and Peach Hill Road. The preparation of the necessary plans and project specifications were completed in April 1989 and construction has been awaiting plan approval and construction of the aforementioned street improvements. A copy of the project plans and specifications are on file with the City Clerk. Due to the five months required for public bidding, contract execution, and equipment procurement, we are requesting permission to advertise this project at this time so that it can be constructed in conjunction with the street improvements. 799 Moorpark Avenue Moorpark, Califomia 93021 (805) 529 -6864 Page -2- This signal project is funded by the Tierra Rejada Road /Spring Road AOC. The City Council has appropriated Gann funds as interim funding for this project since there is currently not sufficient funds in this AOC. As AOC funds become available, the AOC will repay the Gann fund. RECOMMENDED ACTION Authorize the advertisement of the Spring Road - Peach Hill Road Signal Project for public bidding.
