Proposed Christmas Tree Recycling Program
City staff has been exploring a Christmas Tree Recycling Program
this year, in cooperation with Ventura County and other cities in
the county. Program goals include recycling at least 40% of the
City's estimated 3,500 cut Christmas trees, promotion of source
reduction information, an opportunity for residents to "close the
recycling loop" by recycling their own trees and receiving a bag of
chips for home use, and collection of statistics for future program
planning.
Curbside and Drop -Off Procedure
Refuse haulers have agreed to provide curbside pick -up of Christmas
trees for all customers in the college and downtown areas from
December 26 until January 11. Haulers will also provide roll -off
bins for drop -off service at North Meadows Park on weekends from
December 29 until January 13, from noon to 4 p.m. On Saturday,
January 5 (rain date is January 13), a private contractor will
grind trees at the park and return chips to residents who want
them. The attached map indicates the boundaries of the curbside
collection areas and the location of the drop -off site.
Volunteers will be recruited to monitor the drop -off site each
weekend day, and a City staff will work four hours on January 5 to
supervise the chipping operation. Staff and volunteers will
monitor the contents of roll -offs and notify haulers when service
is needed on weekends. Bins will be delivered by 10 a.m. on

Noise and safety concerns for nearby residents and park visitors
will be addressed at a site meeting scheduled before the event,
attended by haulers and the chipping contractor. Residents on
Mountain Meadows Dr., Willow Forest Dr., and Willow Hill Dr. will
receive a letter notifying them of the event.
Trees collected from both the curbside and drop -off program will be
taken to Simi Valley Landfill and ground for fuel pellet sale,
sewage bulking or cover material. Chips not claimed by the public
on January 5 will be used at Monte Vista Park, at Moorpark College,
and offered to the community for other end uses.

Funds for this program are available in the Solid Waste Budget.
Publicity
A County - produced brochure and posters will be distributed to all
tree vendors, describing the program. Large, reusable banners will
be located on the roll -off bins. City staff will prepare a
newspaper advertisement and a separate, more detailed flier that
will be distributed throughout the community.
Recommendation
Approve Christmas Tree Recycling Program and direct staff to
continue its efforts to develop the program.
