SUBJECT: Carlsberg Specific Plan -Community Design
Plan and Development standards
While we do not agree with certain statements in Mr. Camp's
letter, Staff has no objection to his request to continue
this matter to the next regular meeting of December 19, 1990.
The document will not be available from the printer until
Tuesday. Staff will be responding to Mr. Camp's letter.

~s of this writing on November 30, 1990, at 3:30 p.m., we have
not received a copy of the proposed ordinance adopting the
specific plan, a copy of the resolution approving the specific
plan nor have we received the final specific plan which is
intended to incorporate all of the changes, many of which are
significant, to the specific plan as determined by the City
Council on October 30, 1990. Consequently, it is not possible
for us to be prepared to review the docmnents prior to the
Council meeting scheduled for 7:oo p.m. on Decell\ber s, 1990.
Mr. Ron Tankersley will be out of town until Thursday and will be
unable to review the documents. Further, I will be out of town
and unavailable until late Tuesday evening. After discussions
with your City Attorney and based upon my understanding of
discussions with your City Manager I am advised that a
recommendation will be made by your staff that a continuance is
appropriate. It is requested that this matter be continued until
your next regularly scheduled Council meeting, which I understand
will be on Decell\ber 19, 1990.
It is my understanding that your staff is taking the position
that the Council adopted the subject specific plan on October 30,
1990. We disagree. We believe that the specific plan was not
adopted on October 30, 1990, but that direction was provided to

staff to prepare the final document for Council review at which
time an ordinance would be adopted approving the specific plan
and adopting development standards that will act as zoning for
the subject property.
