HARE City Treasurer SUBJECT: AUTHORIZATION TO ADVERTISE FOR BIDS NOGALES /AVENIDA COLONIA - STREET IMPROVEMENTS, PHASE I AND PHASE II BACKGR UND INFORMATION Plans and Specifications have been prepared for the construction of street improvements on Nogales Street and Avenida Colonia. These improvements include the widening of the existing street section, curb and gutter and sidewalk. Due to vertical and cross - section alignment, all existing pavement will be removed and replaced with this project. The new structural roadway section will consist of 3- inches minimum asphalt concrete and 6- inches minimum base material. With the pending construction of the Happy Camp Channel, this project must be built in two phases. As shown in the attached exhibit, Phase I will consist of street improvements on both Nogales Street and Avenida Colonia. Phase 11 will consist of constructing street improvements over the drainage channel. Presently, the channel is scheduled to begin construction in February, 1991. In the event this schedule is moved up, Phase H improvements are being included in this bid, but as an alternate bid schedule. If, at the award of contract, the schedule has not changed, only Phase I improvements will be awarded at that time. This project will also require the relocation of twelve utility poles. In order to minimize this relocation and potential delays to the project schedule, it is proposed that these poles be relocated to 18- inches behind back of curb with the sidewalk width at these pole locations widened from 5 to 7 feet. This proposal is an exception to the City's Unobstructed Sidewalk Policy but would still provide approximately 4.5 feet of unobstructed sidewalk width at each pole location. 799 Moorpark Avenue Moorpark, California 93021 (805) 529 -6864 '4K Page -2- The schedule for this project is as follows: Advertise for Bids Open Bids Award Contract Start Construction Complete Construction December 5, 1990 January 3, 1991 January 23, 1991 PHASE I PHASE H February 4, 1991 April 1, 1991 March 28, 1991 May 15, 1991 The Engineer's estimated cost of construction is: Phase I: $134,300.00 Phase II: $ 62,300.00 Total Project Cost: $196,600.00 This project is being funded by CDBG funds. RECOMMENDED ACTION 1. Authorize the advertisement for bids for the construction of the Nogales /Avenida Colonia Street Improvements, Phase I and Phase IL 2. Approve exception to unobstructed sidewalk policy by allowing utility poles to be placed 18- inches behind back of curb.
