Kellerman, City Clerk :r DATE: December 5, 1990 SUBJECT: PRESS PACKETS Staff was requested at the November 21, 1990 City Council meeting to research the practices of other cities in providing agenda packets to the press. Following is the information gathered from the eight cities polled: CHARGE TOTAL NUMBER OF COMPLETE OR CITY FOR PACKET PRESS PACKETS ABBREVIATED PACKET Camarillo No 3 Complete Ojai No 3 Complete Oxnard No 4 Complete Santa Paula No 4 Complete Santa Barbara No 6 Complete Simi No 3 Complete Thousand Oaks No 5 Complete The City of Moorpark presently provides, at no charge, complete agenda packets to the Daily News, Enterprise, Moorpark News Mirror, News Chronicle, and L.A. Times. A packet was previously provided to KNJO (Radio) but was discontinued because it was not picked up. The L.A. Times rarely picks up their packet. Using a per page copy charge of $.25 (Miscellaneous Fee Schedule Resolution 90 -707), estimating 24 meetings per year and 200 pages per agenda, an estimated yearly cost to provide the agenda packet is $1,200. The City could charge a reduced rate of $.10 per page for the agenda packet resulting in a $600.00 per year charge. 799 Moorpark Avenue Moorpark, Califomia 93021 (805) 529 -6864 Honorable City Council Press Packets December 5, 1990 Twenty -five agenda packets are currently produced for Council, Staff, the Library, City Hall Counter (this packet is taken to the foyer at Council meeting), and press as indicated. The Library copy is now placed in the book return on Friday evening after the packet is produced so that it is available to the public Saturday. A policy could be adopted that packets not picked up for 2 consecutive meetings would be discontinued with a procedure and /or fee to reinitiate the free or reduced cost packet. Whatever policy, if any, is established for City Council packets, should also apply for Planning Commission and Parks & Recreation Commission agenda packets. RECOMMENDATION: Direct staff as deemed appropriate.
