SUBJECT: Consider of Use of Surplus AD 84 -2 Funds
for Tract 2865
OVERVIEW
This presents for consideration the approval of the use of surplus
Assessment District 84 -2 assessments for the construction of
parkway improvements on the north side of Tierra Rejada Road near
Southhampton Road (Pacifica).
DISCUSSION
A. Background
1. Assessment District 84 -2 included an annual improvement
assessment (for four years) in the amount of $57,000 to be
spread among the lots within Tract 2865. The last of the
four assessments was levied last fiscal year (FY 1989/90).
2. The funds generated by these assessments ($228,000) were to
be used for the construction of median landscaping
improvements on Tierra Rejada Road.
3. Amounts were paid to Pacifica Development ($27,843) and to
Pardee Development ($56,068) for construction of some of the
hardscapes related to these improvements. The total amount
of improvement assessments remaining after these payments was
$144,098.

B. Median Improvement Project
Included elsewhere on this agenda is a report related to the
acceptance of the recently completed median improvements on
Tierra Rejada Road. That report included a summary of final
costs for the project shown here again as follows:
C. Surplus Improvement Assessments
As indicated above, the funds generated by the improvement
assessment portion of AD 84 -2, exceed the total expenditures by
$60,974.
D. Remaining Street Landscaping Deficiencies
Landscaping improvements along all of that portion of Tierra
Rejada Road within Tract 2865 are now complete, with the
exception of the parkway on the north side of Tierra Rejada Road
from a point west of Spring Road to a point east of Hidden Pines
Ct. (Pacifica). The existing block wall along this portion of
the parkway has recesses provided for tree wells. However,
there has been no provision made for irrigation systems. In
addition, there is insufficient areas provided for ground cover,
shrubs and wall clinging vines.
E. Candidate Parkway Improvement Project
The above deficiencies could be remedied with a project which
would remove portions of the existing sidewalk and install
irrigation and landscaping.
For consistency, the design of this parkway could be made the
same as the existing parkway improvements recently installed by
Pardee Construction Company on their portion of Tract 2865
[Note: The Pardee portion of the north side parkway was
constructed by the developer and NOT funded by the Assessment
District.] This design was intended to provide a visual and
aesthetic relief to the eight feet wide sidewalk and the lengthy
block wall.
