Gilbert, Director of Public Works DATE: November 26, 1990 (Council Meeting 12 -5 -90) SUBJECT: Change to Bridge Design for the Freeway Connector Project OVERVIEW This presents a proposal to amend the design of the bridge structures for the freeway connector project (Routes 23 & 118). DISCUSSION A. Background As you are aware, Caltrans is in the process of reviewing bids for the construction of the Highway 118 - 23 freeway connector. The bidding documents for that project encourage bidders to propose cost - saving alternatives to the designs set forth in the plans and specifications. In the event a proposed change is approved by Caltrans, the State would share any cost savings resulting from the change, with the Contractor. B. Proposed Change Caltrans is in receipt of such a request to consider a change to the design for the bridges deck structures. As reflected on the attached excerpt from the plans, it is proposed that the walls of the girders be made thicker in order to eliminate the necessity for certain internal structural elements. The affect of this change to the external appearance of the structure is minor. The bottom of the bridge deck would be made four feet wider, and the overhangs at the top or the bridge deck would be reduced from eight feet wide to six feet wide. 799 Moorpark Avenue Moorpark, California 93021 (805) 529 -6864 Freeway Bridge Design Change December 5, 1990 Page 2 C. Cost Impact It is estimated that the cost savings derived from this change could be a much as $500,000.00. D. Input Requested Prior to taking any action Caltrans has asked for input time constraints imposed by regarding this proposal must E. Staff Review on this proposed design change, from the City. However, due the the bidding process, a decision be made in the very near future. The City Engineer and Public Works Director have discussed and reviewed the proposed design changes. It is the opinion of staff that the affect of the proposed changes to the visual appearance of the bridge deck structures, is relatively minor; and that the final design and appearance of the project, as amended, will be consistent with the original design concept. F. Seismic Analysis Please note that the above opinion relates ONLY to the visual appearance of the bridge. According to Caltrans staff, the proposed design changes will not adversely affect the ability of the structures to withstand seismic loads. Staff recommends that the City Council direct staff to advise Caltrans that the City of Moorpark is not opposed to the changes to the bridge deck design described herein.
