HARE City Treasurer M E M O R A N D U M The Honorable Citv Council Richard Hare, Deputy City Manag December 12, 1990 Police Staff Report 1990 Moorpark Country Days Moorpark's annual Country Day's festivities occurred on October 6, 1990 and were a success. The day's activities included a parade and street fair on High Street and a Horseshoe Tournament at the Moose Lodge on Los Angeles Avenue. On Sunday the High School Boosters Club held their annual 1K, 5K, and 10K runs. PARADE The Sheriff's Mobile Command Pc . ;t was set -up behind Whitaker' s Hardware at 6:00 a.m. At 7:00 A.m. Bard, Magnolia, Walnut and High Streets were closed to thro:igh traffic to allow for the safe operation of booth set -up activities. .kt 10:00 a.m., State Route 23 was closed with the assistant of i:'a ? Trans and traffic was re- routed onto Charles Street. The parade began on time at 10 :.?J a.m.: ran longer than expected and concluded at 12:45 p.m. several factors were identified impacting the orderly flow of th,? parade The parade was stopped briefly when a parade participant riding a float fell, injured her head and had to be transported to tl,e hospital via ambulance. Subsequently City council approved a reduced budget as follows (City Council Meeting Item 8X): $4,500 - law enforcement 6 a.m. - 5 p.m., 10/6/90 (Acct. 01.4.121.642) 300 - bus service 10/6/90 (Acct. 12.4.151.642) 250 - barricades 1.0 /E, /90 (Acct. 02.4.142.623) Police staffing was supported by the Sheriff's Mobile Command Post (MCP) and Mounted Unit. The MCP is an Auxiliary Service deployed to support patrol needs. A Senior Deputy was assigned to the MCP for 19 hours for a savings; of $434.40. Explorers manned barricades taroughout the day and contributed approximately 170 hours supervising the Explorers Advisors at no cost to the City or Chamber of Commerce.. The Chamber of Commerce has agreed to compensate the Explorers directly with a $300.00 donation to their. local Exp1c er Pos':. Staff costs were computed sep, irately for the parade /street fair (6:00 a.m. - 5:00 p.m.) and ±he dance (5:00 p.m. - 12:30 a.m.). Total_ chargeable staff overtiime costs were $5,214.52. Of this amount $3,075.96 will be charged to account 01.4.121.642. The remaining $2,138.56 associated with dance overtime will be charged to the Chamber of Coy mercy.-, ?er previous Council action (9- 19 -90).
