SUBJECT: ADJOURNED COUNCIL MEETING OF 6/25/90
BUDGET FY 89/90
The staff has prepared for your consideration a schedule of
reappropriations and transfers to close fiscal year 89/90. A
memorandum from the Finance Officer outlines the required
transactions.
BUDGET FY 90/91
The Finance Officer has also prepared changes for the FY 90/91
Draft Budget. Specifically, the Police Department budget required
amendments in personnel, operations and capital areas.
The Vehicle License Fee (VLF) debate is just starting with the
appointment of the Budget Conference Committee. As of this date,
there has not been any formal plan specifying how the VLF would be
restructured, if at all, to meet the deficit. Moorpark depends on
the VLF for approximately one -third of the General Fund revenues.
Any reduction in the VLF will adversely impact the City' s financial
position.
A listing of possible budget reductions which might be considered
if the City's portion of the VLF is reduced is attached. The
listing is not placed in order of priority. In the event
reductions are necessary, prioritiation can be made by the City
Council.

SUMMER JOBS AND RECREATION PROGRAMS
The City has participated for several years with the Summer Youth
Employment Program in cooperation with the Ventura County
Superintendent of Schools' Office.
Thus far, seven positions have been allocated to the City of
Moopark and these positions have been filled. The youths will
begin their summer work experience on Monday, June 25, 1990.
The expansion of any programs will be dependant upon the outcome of
the State's budget deliberations and the impact on the Vehicle
License Fee or other revenue sources, however, staff will present
Summer recreation and employment program suggestions Monday night.

SUMMER TEEN ACTIVITIES
Free Open Gym Basketball
For teens 13 -18 on Wednesday and Friday evenings from 6 -10 pm
at the Memorial High School Gym on Casey Road. July 18 & 20 and
August 8 through 31. Open gym for all ages Saturdays 10 -2 .
Free Teen Volleyball Classes
Learn volleyball skills through instruction and scrimmage games
Tuesdays from 3 -5pm. This class for 12 -18 year olds runs from
August 7 -28 at the Memorial High School Gym on Casey Road. Call
the Moorpark Community Services Department at (805) 529 -6864
to sign up.
Teen Beauty Workshop
Tuesday July 24 from 1:00 -3:00 pm at Moorpark Community
Center, 799 Moorpark Road. Call the Moorpark Community
Services Department at (805) 529 -6864 to make a reservation for
this free class.
Moorpark Teen Anthology
Share your talent with your Moorpark friendsl Young adults aged
11 -18 with a special interest in art, poetry or prose are encouraged
to submit their work to the Moorpark Teen Anthology. We are
looking for original, uncopywrited works of art, poetry and prose
that reflect your experiences and dreams as a teen, or preteen in
Moorpark. Entries of all levels of talent are welcome and ethnic
variety is encouraged. Submit to the Community Services
Department by September 1, 1990. Written works should be typed
or printed legibly and drawings should be in black ink on a plain,
white 8 1/2 by 11 sheet of paper. Entries should include name, age,
address and phone number.
Teens Night Out
Make reservations in advance for this series of fun Fridays offered
free of charge to young adults aged 12 to 17.
July 27, 6 -10 pm-- Videorama, an evening of Videos and snacks.
August 3, 7 -9 pm -- It's Everybody's Birthday and we will party
cake, ice cream and lots of fun from. bring a wrapped gift for entry.
August 10, 7- l 0pm -- Teenage Mutant 50s Pizza Party, prizes for the
best Mutant 50s costume.
August 24, 6 -10 pm - -Back To School Fright Night, horror flicks
and campy monster thrillers, pizza and pop.
August 31, 4 -10 pm- -Space Cadets Star Wars Marathon, pizza and
popcorn, Star Wars trilogy marathon. Come as your favorite Star
Wars character.
No teens will be released without a parent present. Volunteer
Chaperones are needed. Call the Moorpark Community Services
Department at (805) 529 -6864 to reserve your space.

limited. Signed permission slips from parents are required!
July 31, 10:00am- 3:00pm -- Golf & Stuff, bring money for putt putt
golf, bumper cars, bumper boats and more!
August 7, 10:00am- 3:00pm -- Thousand Oaks Mall Shuttle, the bus
leaves Moorpark City Hall at 10:00 am and returns from the
Thousand Oaks Mall at 3:00 pm. This shuttle free of charge.
August 14, 9:00am- 9:00 pm- -Magic Mountain, the bus is free and
Magic Mountain tickets are available from the City of Moorpark
Department of Community Services for a discounted rate of $14 per
person.
August 28, 9:00 am -8:00 pm-- Raging Waters, the bus is free, but
participants must pay their entry fee of $12.00 for adults and $9.00
for children under 48 inches.

Adult Volleyball, Softball and Basketball Leagues
First come, first served registration for adult sports leagues begins
August 20, 1990. Play begins the week of September 17, 1990.
Fall Classes
Mail in registration for Fall 1990 Classes begins September 10 and
classes begin October 8. Watch for your brochure in the mail!
Family Concert
August 11 from 4 -5pm. Bring your blanket or lawn chair and enjoy
a lazy Saturday afternoon Family Concert at the New High School
Quad (outdoor amphitheatre) on Tierra Rajada Road. Enjoy the
music stylings of the Estrada Brothers. This program includes a
variety music from jazz, pop and Latino swing. Bring the whole
family!
