We would greatly appreciate your agendizing the plan for the July 25 Council meeting. As you know, these elements of the plan were included after the Conservancy received public testimony and requests from local organizations and individuals at several hearings held in the eastern Ventura County area during the seven -month course of the Rim of the Valley Trail Corridor planning process. The extension of the Corridor would permit the Conservancy to work with local government in facilitating local goals and desires for trail connections and open space, parks, and greenbelt planning. The extension has been supported by the City of Thousand Oaks at its June 12 meeting, and reaffirmed at its July 17 meeting. The City of Simi Valley has agendized the item for its July 30 meeting. Both the Rancho Simi Recreation and Park District and the Rancho Simi Open Space Conservation Agency have already endorsed the plan. The Santa Monica Mountains Conservancy was directed by the legislature (AB -1516) to study and prepare a plan for this corridor. A part of the study provides for the potential expansion of the corridor area. The Santa Monica Mountains Conservancy conducted numerous public hearings throughout the corridor area soliciting public input into the process. Local hearings were held in the City Council chambers here in Simi Valley and at the East Valley Sheriff's station. These hearings were well attended.and many local residents spoke in favor of the proposed expansion of the corridor area to the north and west of Simi Valley. In addition, District staff has kept the Rancho Simi Recreation and Park District Board of Directors and the Rancho Simi Open Space Conservation Agency Board of Directors advised of the proposal and the public comments and recommendations. Both Joe Hinsberg and Brian Gabler have been involved as City staff members at the Rancho Simi Open Space Conservation Agency meetings and local public hearings. The Santa Monica Mountains Conservancy and the Mountains Recreation and Conservation Authority have taken an active and positive role in assisting the District and the Rancho Simi Open Space Conservation Agency in the preservation and financing of public open space areas within this community. Examples include funding for the Arroyo Simi Equestrian Center, the Corriganville Park acquisition and expansion, the Rocky Peak and China Flats acquisition agreements with Bob Hope and the opening of Happy Camp Canyon County Park site. The expansion of the corridor area as defined in the plan to areas north and west of Simi Valley, offer the expertise and financial assistance of the Santa Monica Mountains Conservancy to develop trail corridors extending from Rocky Peak westerly across Las Llajas Canyon, through Tapo Canyon, Whiteface and on to Happy Camp Canyon Park. This Plan outlines the planned expansion of the Corridor to include much of the open space surrounding the City and the Conejo Valley. The City fully supports the proposed expansion of the Rim of the Valley Corridor into additional areas currently under the jurisdiction of the City. The extension of the corridor will Provide the City and the Conejo Open Space Conservation Agency (COSCA) increased opportunities for planning and acquisition of open, space areas and trails in our community. Also, it will Permit the Conservancy to exercise its authority in regional Planning for open space throughout eastern Ventura County and western Los Angeles County. As a result, recreational opportunities and wildlife viability in the Thousand Oaks area will greatly increase via interconnections to the Santa Konica Mountains and throughout the Corridor Planning Area.
