Richards, Director of Community Development Date: July 13, 1990 (CC meeting of 7- 25 -90) Subject: RPD 1070 Minor Modification No. 2 Background On November 9, 1987 the City Council adopted Resolution 87 -428 approving Vesting Tentative Tract 4340 and Residential Planned Development Permit 1070 allowing construction of 166 single family homes and two recreation lots on a 90.1 acre parcel. On August 15, 1989 Minor Modification No.1 to Planned Development Permit 1070 was approved by the Director of Community Development. This tract was originally approved with minor architectural variations from those in North and South Village. Thus, there had been little to distinguish the three villages from each other. During the public hearings for this tract there were comments to the effect that the design and character of the West Village was too much like that of South Village, and there was little to give it it's own distinct character. Nn rethinking the comments of the City Council, Urban West decided to incorporate the comments presented at these past hearings by making modifications to the design of West Village beginning with Minor Modification No. 1. The purpose of that Modification was to conform to the Planned Community 3 concept of providing variations among North, Sour." and West Villages which was lacking between the previously completed Nut th and South Villages. A summary of the approved modifications includes modifications to the sizes and floor plans of the houses, changes in tti° common area landscaping, modification to the iandscaping to include rt,:`re drought 799 Moorpark Avenue Moorpark, California 93021 (805) 529 -68x.1 tolerant plants, changes in the design of the fences and walls and elevation changes to the units. These modifications were made to the Deauville tract in order to create a slightly different character than exists for the homes in either North or South Village. As in North and South Village the architectural themes remain Spanish, Traditional and Mediterranean, but modifications were made to create a different character between West Village and the already completed phases. The three architectural themes are each present within each of the three tracts rather than each tract of West Village being limited to one theme. Discussion The requested Minor Modification (No. 2) to PD 1070 is for minor exterior elevation changes to those that were previously approved in Minor Modification No. 1. Numerous changes in the architectural details of the houses are proposed, including numbers of windows and locations, door design, corbels, balcony rails, vents, changing multi to single -pane windows, and architectural details. Examples of the changes include converting windows to vents where the location is in an attic and enlarging the spacing of corbels under a window to improve appearance. Each house will still maintain its architectural theme and the proposed modifications would not affect the appearance of the houses. Most modifications are being made to improve the appearance or match with the previously modified floor plans. The colors and materials to be utilized will remain unaffected. It is staff's opinion that the multi -pane windows in the front elevation should not be replaced with single -pane windows. To do so will preserve a higher quality appearance. The Director of Community Development will condition that the multi -pane windows be maintained in the front elevation should the Council elect to only Receive and File this report. Staff has met with Urban West to review the proposed changes and The Director is satisfied that the changes made between the approved elevations and those proposed in this application will meet the intent and approved design of the original permit with the exception of the multi -pane vs. single -pane windows. The Director of Community Development has reviewed the proposed Modification and intends is approve 11,1. Pursuant to Resolution 86 -523 the Director has the authority to appro�- Minor Modifications. This matter s being presented to the Council as a cu�lrtesy in the event the Cc,,ncil wishes to appeal the Director's decision, it may do so. Should the Council desire to appeal, it should set a public hearing date. The next available meeting date would be the Council's regular meeting of August 15, 1990. If the Council takes no action then the Director's decision stands. Recommendation Receive and file. Due to the number of elevations which exist for each side of each floor plan for both the approve and proposed elevations no exhibits are presented as part of this report; however, the approved and proposed elevations will be available at the Council meeting and are currently available for review in the Director of Community Development's office. Staff has provided a sample of the difference in single -pane vs. multi - pane windows for Council consideration.
