I DATE: July 3, 1990 (Council Meeting 7-25-90) SUBJECT: PERMIT TO ENTER AND CONSTRUCT Drainage Improvements at Collins Drive in Conjunction with the Freeway Connector (Rt118 / Rt 23) Project OVERVIEW This presents for approval a RIGHT OF ENTRY PERMIT to allow Caltrans to construct drainage improvements on City property as a part of the freeway connection project. DISCUSSION A. Background Caltrans has completed their initial design for the construction of a freeway to connect the Route 118 and Route 23 freeways. Caltrans anticipates construction of this project to begin next year. B. Improvements Outside of Riaht-of-Way The design for the freeway improvements includes the construction of storm drain facilities outside of the Caltrans right-of-way in the vicinity of the future southerly extension of Collins Drive. In order to perform this work outside of the State right-of-way, it will be necessary for Caltrans to obtain permission from the City. 799 Moorpark Avenue Moorpark, California 93021 (805) 529-6864 Right of Entry Permit July 11, 1990 Page 2 C. Design Attached is an excerpt from the Right-of-Entry Permit Plan (Exhibit 2) . This excerpt shows the proposed improvements in more detail. The design shows two storm drain lines extending northerly of the Caltrans right-of-way line to connect to storm drain inlets on Campus Park Drive. One of these storm drains is to be constructed behind the curb on the west side of Collins Drive. The other is to be constructed on the east side of Collins Drive along the westerly edge of Griffin Park. The line to be constructed along the westerly edge of Griffin Park will be replacing an existing dirt swale in that area, thus providing some residual benefit to the park. D. Plan Check The proposed improvements have been checked for hydrologic capacity by the City Engineer and have been found to be acceptable.
