SUBJECT : Consider Working Agreement with Ventura
County Resources Conservation District to
Perform Landscape Water Audits
REOUEST :
The Ventura County Resources Conservation District (RCD) is
requesting the City enter into a working agreement with them
to perform landscape water audits within the corporate City
limits of the City of Moorpark. This is necessary to allow
them to perform such services within the City.
PURPOSE :
The purpose of the agreement is to coordinate activities
between the two agencies in carrying on soil and water
conservation, erosion control and related resource
conservation work within the meaning of Division 9 of the
Public Resources Code of the State of California for the
District and any relevant ordinances of the City.
DISCUSSION :
With the signing of a working agreement with the Ventura
County Resources Conservation District, it will allow the RCD
to perform water audits within Moorpark City limit boundaries
for the City, other public agencies and private entities .
A water audit is a process in which the turf irrigation
system has its distribution uniformity tested. Additionally,
the audit produces an irrigation schedule for each timer -

controller recommending station time settings to match
precipitation rates with evaporation rates .
This program trains City personnel to perform their own
audits . The training is completed by RCD personnel
conducting an in-field audit with City personnel.
In addition, to the Working Agreement, each of the entities
within the City who request a landscape water audit will also
be required to sign a Cooperative Agreement with the RCD
which is similar to the Working Agreement submitted to the
City.
The RCD has already provided some minor services and would
like to continue providing services to the City. Services
previously provided:
(1) Review of EIR' s for City Planning especially as
they pertain to agriculture, runoff, erosion and
flood prevention;
(2) Sponsored the original Arroyo Simi/Calleguas Creek
flood prevention project in 1960 .
RCD currently has Working Agreements with the Cities of
Camarillo, Simi Valley, Thousand Oaks, Oxnard and Ventura.
RCD services are available to the City at no cost . Also, RCD
recommendations are only suggestion and not mandatory.
STAFF RECOMMENDATION:
1 . Approve Working Agreement with Ventura County Resources
Conservation District .
2 . Authorize the City Manager to sign on behalf of the City
to implement program.

SUBJECT: WORKING AGREEMENT BETWEEN THE VENTURA COUNTY
RESOURCE CONSERVATION DISTRICT AND
THE CITY OF MOORPARK
The Board of Directors of the Ventura County Resource
Conservation District (ROD) is in the process of entering into
Working Agreements with the Cities in Ventura County. Our
District encompasses the entire County, except for cities. The
District has chosen to cooperate with cities through the use of
Working Agreements. It is such an agreement that we are
enclosing for the City' s review and approval .
This Working Agreement has been prepared by the Ventura County
Counsel , whom the District uses as their attorney .
One of the major services the RCD will provide to the City of
Moorpark is Landscape Water Audits performed by our Mobile
Irrigation Management Lab .
We have signed a Contract with Metropolitan Water District (MWD)
and received a $10,000. grant to help fund our urban Water Audit
Program to conserve water in Ventura County. A Water Audit is a
process in which the turf irrigation system has its Distribution
Uniformity tested . Additionally the audit produces an irrigation
schedule for each timer-controller recommending station time
settings to match precipitation rates with Evapotranspiration
Rates. In other words a great deal of water and money can be
saved .
We have contacted the Director , Community Services of Moorpark in
conjunction with this program and he has indicated his staff
would like to be included in our training program. This program
trains City personnel to perform their own audits at a great
savings of irrigation money to Moorpark . The training is
completed by RCD personnel conducting an in-field audit with City
personnel . On any further audits the City can use the RCD as an
irrigation consultant .
In addition to the Working Agreement each of the entities within
the City who request a Landscape Water Audit will also be

similar to the Working Agreement submitted to the City. , `

The RCD has already provided some minimal services, and would
like to continue providing services, to the City. We have
provided : ( 1 ) review of EIR's for City Planning especially as
they pertain to agriculture, runoff, erosion, and flood
prevention, etc . , and (2) sponsored the original Arroyo

project is still working to keep your city from flooding .
We are forwarding two Working Agreements and would appreciate
your assistance in seeing that the Agreement is approved through
proper City channels and then one original returned to the RCD.
As soon as the Agreement is approved by the City of Moorpark the
Landscape Water Audit training can begin.
We are enclosing an information sheet on our District in order to
inform you in more detail of all of our activities.
We currently have Working Agreements with the cities of Thousand
Oaks, Ventura, Camarillo and Simi Valley.
The traditional thrust of the RCD programs has been to serve
agriculture. Since your City impacts agriculture and agriculture
impacts you, we can maintain this program emphasis for the mutual
benefit of all .
Our Mobile Lab Team Leader Lee Waddle would like to meet with you
on a personal basis in order to further explain our program and
answer any questions you may have. We will be calling for an
appointment in the next few days.
