GILLESPIE SHERIFF /CHIEF OF POLICE MEMORANDUM TO: THE HONORABLE C T C� IL FROM: RICHARD RODRIGUEZ IEUTENANT DATE: July 10, 1990 SUBJECT: POLICE DEPARTMENTS REPORT INDEPENDENCE DAY FESTIVITIES MOORPARK, CALIFORNIA During the City Council's meeting on May 2, 1990, the Honorable City Council agreed to fund all on and off -site law enforcement costs related to the City's Independence Day celebration, a "Concert in the Sky ". Costs were not to exceed $4,000.00. The event on July 3, 1990, once again occurred at the new Moorpark High School. Staff's report will synopsize the days activities and identify incurred policing costs. A very family oriented crowd was on hand inside /outside the event site. This contributed significantly to the low number of incidents. As expected, parking and crowd control were areas of primary concern. On site the crowd was estimated at 7,000 while several thousands viewed the fireworks from the surrounding area, Although a significant number of vehicles drove into the area, very few traffic problems arose. One minor traffic accident did occur. Vehicles parking in front of the schools driveways blocking gates at entrance /exit points was an on -going problem however, volunteers assigned to these areas helped to keep vehicles moving. Mountain Trail between Tierra Rejada and Mountain Meadow was closed for parking. Parking was orderly and allowed close proximity for visitors. Street parking restrictions in the area were waived to handle the parking needs. Citizen volunteers were available to provide assistance throughout the day. Approximately half a dozen lost children were returned to their parents, four parking citations were issued and no arrests were made. The Sheriff's Mobile Command Post was on -site the entire day. The Mounted Patrol and motorcycle personnel were very active and contributed greatly to the crowd and traffic control. Two -man deputy teams were separated to address all issues and accomplish objectives. Sheriff's Cadets directed and monitored traffic conditions throughout the evening. Staff has submitted a post action report to the City Manager's Office for review and discussion. Law enforcement costs were controlled through scheduling and the use of Sheriff's Reserves, Cadets and Explorers. Law enforcement staff was supervised by Sergeant Dennis Carpenter and consisted of ten deputies, four reserves, four cadets plus explorer scouts.
