SUBJECT: General Plan And Sphere Of Influence Changes - LAFCO's
Request
The attached letter from LAFCO's Executive Officer, Mr. Robert
Braitman, is requesting an opportunity to present information to
the City Council regarding the proposed Sphere of Influence Study.
Staff would suggest that the Council consider inviting Mr. Braitman
to the next public workshop regarding the General Plan and Sphere
of Influence updates. At these workshops not only will the
consultant team be present, but the Planning Commission as well.
Inasmuch as it is Mr. Braitman's intention to explain LAFCO's
Sphere of Influence amendment and annexation process; it would be
of benefit for all to hear at one time.
The date for the next workshop has not been set yet, as PBR is
creating a new General Plan schedule. It is anticipated that the
next workshop will occur the end (,f' August or first of September.
Staff Recommendation
Direct Staff to invite Mr. Braitman to the next General Plan and
Sphere of Influence Update workshop, so as to have him make a
presentation regarding the Sphere of Influence amendment and
annexation process.

It is our understanding that the City Council has been considering,
most recently on Monday, July 9, the possibility of amending the
City General Plan and requesting an expanded sphere of influence
for areas which are not presently within the City boundaries.
As the City Council is aware, boundary change in California is a
shared responsibility, a cooperative process involving the City,
landowners and LAFCO. In this environment, ongoing communication,
especially among affected public agencies, is not only important,
it is essential if a cooperative, coordinated planning process is
to exist for the benefit of all parties.
Inasmuch as the City of Moorpark has yet to undergo its first
sphere of influence amendment or annexation proceeding, we feel it
would be useful for the City, and of benefit to the overall
planning process, if we were to present information to the City
Council regarding LAFCO's involvement in these matters and the
policies and procedures which are currently in effect.
