HARE Chief of Police City Treasurer MEMORANDUM TO: The Honorable City Council FROM: Susan Cauldwell , Administrative Assistant ,, DATE: March 7, 1989 SUBJECT: Unmet Transit Needs Hearing The 1971 Transportation Development Act created a Local Transportation Fund (LTF) in each county. One quarter of 1% of the state sales tax is available for this purpose. The intent of TDA funds is to aid in meeting transit needs. In 1979 the State Transit Assistance Fund (STAF) was added to supplement the LTF. STAF revenues are calculated using a complex formula. The funds are distributed to each City in the County based upon population. Moorpark receives 3. 57% of the available funds in Ventura County. Regulations permit funds not required for transit purposes to be used for street and road purposes. Before a city may spend its LTF on streets and roads, a determination that no unmet transit needs exist must first be made. In Ventura County, the annual unmet needs hearing is conducted by the Transportation Policy Planning Committee (TPPC) of the Ventura County Transportation Commission. Their recommendations are then forwarded to the Ventura County Transportation Commission for approval . The City has been able to spend its LTF funds on streets and roads because the unmet transit needs have been satisifed by the Thousand Oaks/Moorpark Express bus service. Under the current arrangements, both cities contribute 50% of the cost of this service. The unmet need (as determined by the TPPC) was the lack of transportation alternatives between Thousand Oaks and Moorpark. This unmet need was identified before the City was incorporated. Prior to 1984, the County and City of Thousand Oaks joined to provide this service. As you are aware, the City instituted its own transit service in January. It could be argued that this service meets the unmet transit needs in Moorpark because the City' s service connects with the Thousand Oaks bus at Moorpark College. Passengers can ride the Moorpark bus and transfer at 799 Moorpark Avenue Moorpark, California 93021 (805) 529-6864 ' The Honorable City Council March 7, 1989 Page 2 the College to complete the ride to Thousand Oaks. Furthermore, the intra-city transit service provides Moorpark residents with more options to utilize local services (e.g. , shops, parks, schools, etc. ) than the Thousand Oaks/Moorpark bus. Intra-city bus service is currently paid for with Gann override funds. In order to use LTF funds for intra-city service, the City would have to demonstrate to the TPPC that a legitimate unmet need would be satisfied by this service. While it is still too early at this time to know if the intra-city bus service will be a success, staff would like to keep open the possibility that intra-city service could satisfy an unmet need and qualify for LTF funds. If this were to occur, the City would no longer financially participate in the Thousand Oaks/Moorpark service. It would be reasonable to assume that Thousand Oaks would continue to operate bus service to the College, but would eliminate all stops in Moorpark. Moorpark residents, as noted earlier, would be able to connect with this bus at the College. A determination about the success of intra-city transit service will not be made until late in the fiscal year (June, 1989). This is after the TPPC hearing. If the TPPC determines that the unmet needs from prior years still exists, the City should request that it be allowed to satisfy this need with either the current Thousand Oaks/Moorpark arrangement or the intra-city service. The intent is for the City to retain the option of providing the unmet needs service. Staff Recommendation: That the City Council direct staff to request from the TPPC the option of providing either intra-city bus service or Thousand Oaks/Moorpark Express bus service to meet Moorpark' s unmet transit need.
