HARE Chief of Police City Treasurer MEMORANDUM TO: The Honorable City Council FROM Susan Cauldwell , Administrative Assistant ; DATE: April 13, 1989 cc//✓✓// SUBJECT: MOORPARK COMMUNITY ARTS COMMITTEE At its meeting on April 5, 1989, the Council appointed the following persons to the Community and Arts Committee: Kathy Amador, Larry Lloyd (Moorpark College), Sydney Kessler, and Teresa Radich. Three additional representatives (including consideration of a nominee from the school district) remain to be appointed. Staff is requesting direction from the Council with regard to meeting frequency, committee objectives, and involvement of staff. Attached is the proposal for the formation of the Committee and minutes of the meeting of February 15, 1989 (when Council originally considered the matter). The Council may wish to identify a starting point from this list. Also, staff suggests the first Community Arts Committee be a joint meeting with the Council or with an ad hoc Committee of the Council so that, the Arts Committee receives clear direction from the Council on its purpose and function. MOORPARK, CALIFORNIA Staff Recommendation City Council Meeting Direct staff as deemed appropriate. of 0 eo 198g_ ACTION: e�l ' alGAttachment SC/1 s i;2: �ad By�CPsiN( — 894131/DCM 799 Moorpark Avenue Moorpark, California 93021 (805) 529-6864 ITEM 1O.B Proposal for the Formation of the Moorpark Community Arts Committee Purpose of the MCAC: The purpose of the proposed Moorpark Community Arts Committee (MCAC) is manifold: 1) To foster the development of both the performing arts and fine arts within the community, for various age levels and interests, 2) To survey and identify needs and desires within Moorpark for performing and fine arts, 3) To identify physical locations where events such as musical performances, art shows, etc. can take place, 4) To recommend development of necessary facilities for the performing and fine arts within the community, 5) To survey and develop a data base of artistic talent within Moorpark, 6) To identify potential funding mechanisms for presentation of the fine and performing arts including funding for facility development, 7) To foster cooperation between various government and private groups and organizations in order to promote the performing and fine arts, 8) To initially develop a detailed pilot program in a specific area of the fine and/or performing arts for presentation to the City Council for potential implementation. Structure of the MCAC The suggested composition of the MCAC is as follows: 1) One member nominated by each City Council member, the term of service to be coterminus with the Councilmembers term of office, 2) Invite one member to be nominated by the President of Moorpark College, 3) Invite one member to be nominated by the Superintendent of the Moorpark Unified School District. All appointments will be made by the City Council as a whole. Minutes of the City Council Moorpark, California Page 4 February 15, 1989 specified portion of Moorpark Avenue and exonerate monument and grading bonds on specified dates and reduce performance and payment bonds. In response to questioning by Councilmember Harper, City Manager Kueny requested this item be tabled until Staff can check the Settlement Agreement to determine whether or not the foot bridge is affected by the bond exoneration. MOTION: Councilmember Harper moved and Councilmember Perez seconded a motion to table this item until later in the meeting. The voice vote was unanimous. 10. COMMENTS FROM COUNCILMEMBERS 10.A. Consider appointments to the Redevelopment Project Area Committee (PAC). City Attorney Cheryl Kane advised that Mr. Anderly, Attorney for Calleguas Water District, determined that there was not an incompatibility of office between Mr. Kovacs' position on the Calleguas Board and serving on the City' s Project Area Committee. MOTION: Councilmember Montgomery moved and Councilmember Perez seconded the appointment of Les Kovacs to the Project Area Committee. The voice vote was unanimous. O.B. Consider establishment of City Performing and Fine Arts Committee Councilmember Harper presented a written proposal for the formation of the Moorpark Community Arts Committee (MCAC), suggesting that the Committee be appointed as follows: One member nominated by each City Councilmember; one member nominated by the President of Moorpark College; and one member nominated by the Superintendent of the Moorpark Unified School District. All appointments will be made by the City Council . In response to Councilmember Lawrason, Councilmember Harper advised that this Committee could address the Art in Public Places program as well , and should require minimum Staff time. City Manager Kueny advised that Staff time would be required to prepare agendas; set meeting places; record minutes; and make reports back to the Council . MOTION: Councilmember Harper moved and Councilmember Montgomery seconded a motion to accept the proposal as presented by Councilmember Harper; to direct Staff to issue a press release advising interested persons to apply to the City; and to send appropriate letters to the President of Moorpark College and the Superintendent of Moorpark Unified School District. The voice vote was unanimous.
