SUBJECT: Award of Contract for Aerial Photography and
Mapping Services
BACKGROUND INFORMATION
For planning purposes, the City and Caltrans have an
understanding that Caltrans will conduct an alignment study
for the extension of routes 118 and 23 if the City provides
the topographic information. Therefore, on December 21,
1988, a Request For Proposal (RFP) was distributed for
aerial photography and topographic mapping services.
Although mapping of either a 1, 000 foot or 2, 000 foot
corridor width was considered on the RFP, the mapping of a
minimum 1, 000 foot corridor width is considered acceptable
by Caltrans and would be more economical for the City.
Additional alternatives on the RFP included City-wide color
aerial photos and 200 scale mylars of the City of Moorpark.
The proposals received, as well as a summary of the four
contractors' bids for the 1, 000 foot corridor width mapping
and the additional alternatives are attached hereto.
The low bidder, Pacific Western Aerial Surveys, is an
experienced and reputable firm qualified to perform the
work. Discussions with Caltrans representatives have also
verified that the procedures proposed by Pacific Western
Aerial Surveys will be acceptable.
In accordance with the understanding between the City and
Caltrans, the City will be responsible for financing 100% of
the aerial mapping services to be provided. However, the
specific alignment of the Route 23 extension must be
determined by City, County, and Caltrans representatives
before a contract can be awarded. Dick Sommerhauser of
Caltrans has indicated that Caltrans is willing to work with
the City to determine a mutually acceptable alignment.

Items 4 and 5 were added by staff as additional work that
could be accomplished with the above. The City-wide aerial
color photos and 200 scale mylars can be done at a minimal
cost if done in conjunction with the other work and would be
very useful to the Planning and Engineering Departments in
their review of proposed projects and preparation of
exhibits.
RECOMMENDED ACTION
If the City Council decides to move forward with this
project, it is recommended that the following be included:
1. Item 3 be included in any option chosen.
2 . Item 4 and 5 be included in the award of work.

Dear Mr. Baca:
The City of Moorpark and Caltrans will be cooperating
to conduct a conceptual alignment study for the extension of
Route 118 Freeway. In accordance with the understanding
between the City and Caltrans, the City will provide digital
topographic maps and aerial photography which meet Caltrans'
standards. The City is therefore interested in receiving
your proposal to provide this service.
All work shall meet Caltrans' mapping standards. At a
minimum, the scale shall be 1"=50' and the contour interval
shall be 21 . Details shall be discussed with Joe Mori,
Caltrans Geometronics Chief at (916) 445-6845 before work is
started.
The digital maps must be structured to CALTRANS '
Intergraph Design File format using CT Cell Library and must
be compatible with an Intergraph System operating on a VAX
11/785, VMS 4.7 , version 8.8.2 . SIF tapes will not be
acceptable. SIF tapes must be converted to an Intergraph
Design File format.
The specific requirements for proposal are:
1. Route 118 Freeway Extension: Provide digital
topographic mapping along the Route 118 corridor.

consider separately, the mapping of a 1, 000 ft.

proposed Route 118 corridor both within and
outside the Moorpark City limits.
2 . Route 23 Extension: Provide digital topographic
mapping along the proposed Route 23 corridor. The
proposal shall consider separately, the three
alternatives (A, B, & C) as shown on the attached
exhibit. The proposal shall consider .separately ,
the mapping of a 1, 000 ft. and 2 , 000 ft. corridor
width.
3 . Route 118 Temporary Freeway Connection and Los
Angeles Avenue Realignment: Provide digital
topographic mapping along the Route 118 temporary
freeway connection to Los Angeles Avenue and
realigned section of Los Angeles Avenue as shown
on the attached exhibit. The proposal shall
consider separately, the mapping of a 1, 000 ft.
and 2 ,000 ft. corridor width.
4 . City-Aide Aerial Photos: Provide two 500 scale
City-wide color aerial photos, each encompassing
the entire City limits of Moorpark. Each photo
shall be mounted and shall have an imprinted title
block. This item includes photos only, without
topographic information. Alternatives shall
include: A) photos with the City limits
superimposed and B) photos without the City limits
superimposed. The City will provide a Moorpark
Incorporation Boundary Map for your use..
5. 200 Scale Mylars: Provide a set of reproducible
mylars at 200 scale to cover the entire City
limits. Each sheet shall have a title block and
shall be a reverse . positive without topographic
information. Alternatives shall include: A)
mylars with the City limits superimposed and B)
mylars without the City limits superimposed. The
City will provide a Moorpark Incorporated Boundary
Map for your use.
A response is requested two weeks from the date of this
letter. Please fill out the attached bid schedule and send
your proposal to: City of Moorpark, c/o Willdan Associates,
