HARE Chief of Police City Treasurer MEMORANDUM TO: The Honorable City Council FROM Susan Cauldwell , Administrative Assistan DATE: May 11, 1989 SUBJECT: APPOINTMENTS TO THE MOORPARK DISASTER COUNCIL Earlier this year the Council approved Ordinance 89-106 which created the Moorpark Disaster Council . According to the ordinance, this Council is comprised of the Mayor, City Manager, Deputy City Manager, Police Lieutenant, Assistant Fire Chief, and others determined by the City Council so that total membership does not exceed fifteen. The City Council decided in March to invite nominations from the Moorpark Unified School District, Moorpark Community College, the Moorpark Chamber of Commerce and various community organizations, and set the total membership of the Disaster Council at. eleven. The primary purpose of the Disaster Council is to develop the Emergency Management Plan. Community members of the Disaster Council can also be utilized to disseminate information to and encourage participation of their respective organizations wherever the opportunities exist. The Disaster Council will meet initially to review plan preparation requirements and provide direction to staff. After that it will review drafts of the plan and provide comments to staff. It is anticipated that this work will be completed within six months of the first meeting. After the plan is adopted by the City Council , the Disaster Council will meet periodically to review the plan in light of new state requirements and to conduct and critique disaster simulations. Prospective members of the Disaster Council should be willing to commit to all phases of the emergency planning process. 799 Moorpark Avenue Moorpark, California 93021 (805) 529-6864 • The Honorable City Council May 11, 1989 Page 2 To date, the following nominations have been received: Susan Wesner or Connie Lawrason (Kiwanis); Rick Borquez (Rotary); William Mahan (Lions); Carin Seebold (Moorpark Unified School Distrit); and Floyd Thionnet (Moorpark Community College). Staff Recommendation That the City Council fill the six open seats on the Disaster Council with one representative each from the Moorpark Unified School District, Moorpark Community College, the Moorpark Chamber of Commerce and three representatives from community organizations.
