AGENDA REPORT ACTION:fL _- Ate.4-en YA.rr ..,,1a[a 1 • TO: Honorable City Council BY: 117% Atht-,,z+— FROM: Jessica Sandifer, Program Manager Date: February 22, 2016 (CC Meeting of 03/02/16) Subject: Consider Participation in Concept Application for the Affordable Housing and Sustainable Communities Program BACKGROUND/DISCUSSION The Area Housing Authority has partnered with Many Mansions (Developer) on their Walnut/Everett Street affordable housing project. The Developer has requested the City's participation in an application for Affordable Housing and Sustainable Communities (AHSC) Program. The program furthers the purposes of AB 32 and SB 375 by investing in projects that reduce Green House Gas (GHG) emissions by supporting more compact, infill development patterns, encouraging active transportation and transit usage, and protecting agricultural land from sprawl development. Funding for the AHSC Program is provided through Cap-and-Trade funds. The Developer believes that funding can be applied for from this program due to the proximity of their project site to the Metrolink Train station. Staff met with the Developer to review potential projects in various stages of approval that City staff is already working on to determine their feasibility for submittal to the program. Three current projects were identified. The status of the projects is outlined below: • Civic Center Access Improvements: The design of this project has been completed and staff is prepared to go out to bid when workload allows. The estimated cost of this project is $620,000, which includes the addition of a Rapid Flashing Beacon Pedestrian Crossing at the Charles Street intersection with the Civic Center driveway. Staff has secured a TDA Article 3 grant of $100,000. There is also $153,000 budgeted in the General Fund for the project. The AHSC Program funding could cover the remaining $367,000. • Expansion of the North Metrolink Parking Area: Staff is working on the design of the expansion of the North Metrolink parking area. The City is proposing to convert the vacant lot west of the North Parking Lot into a formal parking lot, adding an estimated 55 parking stalls. The vacant lot is approximately 280 feet long and 120 feet wide. The City is also proposing to slurry seal the existing 430 Honorable City Council March 2, 2016 Page 2 North Parking Lot to improve its appearance. The new parking lot will be required to retain 95% of stormwater run-off per new development requirements. The new parking lot will also include security cameras, lighting, and a new driveway connecting the parking lot to High Street. A new walkway will be installed, to provide commuters with a safe route from their vehicles to the Metrolink Train Station ,as well as, a walkway connecting the current VISTA and Moorpark City Transit bus stop located on High Street to the Metrolink Train Station will be included. The project will also provide a Rapid Flashing Beacon at High Street and Magnolia Avenue to facilitate pedestrian crossing from the bus stop location on the north side of High Street to the Metrolink station on the south side of High Street. Additional secure bike storage would be included with the expansion project. Current ridership statistics show that between 12% to 15% of all boardings on the Metrolink Ventura County Line come from the Moorpark Station. The total cost for this project is estimated to be $527,000. Staff currently has an allocation of $342,000 in Prop 1B funding and $60,000 in Traffic System Management Funding to pay for the design and construction. The AHSC program funding could cover the remaining $125,000 from the AHSC program. • Sidewalk Improvements on High Street: A project is planned to make repairs to the sidewalks along High Street to improve the path of travel in these areas. The sidewalks on High Street are also a pedestrian route to the Metrolink Train station. Public Works staff has identified a project, which includes removal and replacement of sidewalk, curb and gutter, areas. The repair areas start at Moorpark Avenue and go east to the Metrolink station. The total cost for these repairs is $272,000. Staff will also be exploring more clearly defining the bicycle pathways along High Street by re-striping the existing bike path. Staff is not sure that the street width along High Street, as currently built, will accommodate a fully striped bike lane. If we should find that there is enough room, the cost to add these improvements would be approximately $50,000. There is no funding currently budgeted for this work. The AHSC program funding could be used to fund this work. These project scopes are general for the purposes of submitting the concept application. If we are invited to submit a full grant application, staff would return to City Council with more detailed information on the project scope and costs. FISCAL IMPACT There is no fiscal impact to prepare the grant application. The Developer's staff will be preparing the application. City staff is assisting with budget numbers and providing the scope of work on the three projects and the City Manager will have to sign the certification on behalf of the City, stating that we are willing to participate in the funding. 431 Honorable City Council March 2, 2016 Page 3 If the concept application is successful, a full application would be submitted. Should the full application be successful, the City could potentially receive a grant of $800,000 to be used towards the projects discussed above. STAFF RECOMMENDATION Approve City's participation in the Concept Application for the AHSC Program and authorize the City Manager to sign the application certification.
