This report briefly outlines the past appropr_ia.t ±�n.s, and recommends that the Ser.4or Center funds from the CDBG ba? reallocated for street irnprovemenf-.s. Background Since 1986, the City Council has incremomta.11y allocated $91.,070 for the Senior C:'ent.er. Improvement; project, broken down. as follows 1986--87, $20,500; 1.987-88, $50,570; 1989-90, $20,000. 1'he Council also allocated a total of $146,972 972 for Virpriniaa Colony street improvements, broken down as follows: 1986_.137, $1t3, 16(); 1.987-88, $3,546; 1..988-89, $30,266. On March 29, 1989, the Cooncii approved the substitution of Gania fuzids for CDBG funds t.bat were to be used for the Senior Center. This substitution was based on tbo premise that Gann money, allocated in September 28, 1983 for street improvements, would be replaced. by CDBG funds. In the past, Council has focused on the needs of low and moderate income people. Funds have been allocated towards helping senior citizens, development of affordable housing projects, and public facilities within low and moderate income neighborhoods. Because the substitution of Gann money for CDBG money came from those Gann funds previously allocated as part of the $200,000 for street improvements, staff has pursued additional public facility projects to complete the substitution as directed. Research of the cost and feasibility of various street improvement projects has developed into a selection of opportunities for the Council to consider. The previous allocations for the Virginia Colony neighborhood are not sufficient to pay for all the needed improvements. This project can be broken into three phases as follows: 1) improvements to existing Avenida Colonia; 2) building a box culvert for flood channel drainage between Nogales Avenue and Avenida Colonia to allow connection of the two roads; and 3), improvements connecting Nogales Avenue to Avenida Colonia, and completing the curb, gutter and sidewalks as needed on this street. Additionally, staff has researched. the feasibility of a street improvement project for Charles Street. The City will be proceeding with a storm drain project in the neighborhood soon, so the staff cost estimates focussed on the higher elevated, (eastern), portion of the street, from Spring Road to Magnolia Street, where curbs, gutters and sidewalks can be completed separate from the storm drain project. Street improvement project options can be summarized as follows: 1) Virginia Colony A. Curb, gutters and sidewalks for Avenida Colonia, (to include pave-out of existing road which is currently 25 feet wide, to become 30 feet wide, and overlay) $140,089 B.1. Box culvert drainage system for the corner of Nogales Avenue and Avenida Colonia $ 87,075 B.2. Reconstruction, curb, gutters and side- walks for Nogales Avenue, (to connect Nogales Avenue and Avenida Colonia, and improve existing Nogales Avenue 9$ 7,785 SUB-TOTAL $324,949 2) Charles Street, from Spring Road to Magnolia Street for reconstruction of curb, gutter, and sidewalks _ $ 85,030 TOTAL of 1 and 2 $409,979 s Implementation of the above mentioned projects requires some consideration of logistics and funding. Logistically, the box culvert must be installed prior to making improvements to Nogales Avenue, but can be accomplished while improvements to Avenida Colonia are taking place. Prior to working with CDBG funds in Virginia Colony, staff must conduct a survey for low/moderate income eligibility, and this could delay the start date of the project by one month. The Charles Street improvements can be implemented more quickly because CDBG requirements for environmental review are less significant for reconstruction than for new construction, and because the neighborhood qualifies as low/moderate income under the 1980 census data. In order to progress quickly with the proposed street improvements, it is staff's recommendation to design all four phases of the street improvements with the Gann allocations. This would exclude the initial stage of the projects from being subjected to the complicated federal regulations, thus expediting the process. Recommendation 1) That the City Council allocate $91,070 of the Community Development Block Grant, for years 1986-87 ($20,500), 1987-88 ($50,000), 1989-90 ($20,000), previously allocated for Senior Center improvements, to street improvements for Nogales Avenue, Avenida Colonia, and Charles Street; 2) That all three proposed projects for Nogales Avenue and Avenida Colonia be constructed first, and then the balance of funds be used to initiate the Charles Street improvements.
