Richards, Director of Community Development DATE: November 29, 1989 (CC meeting of 12/6/89) SUBJECT: APPEAL NO. 89-5 (COLIN VELAZQUEZ) Request The applicant is requesting the Council Lu approve the appeal regarding two criteria of the Uniform Signage Program for the Auto Service/Sales Center (PD-1065) . The two criteria, with which the applicant disagrees, are for the tenant wall signs. They are as follows: (a) a maximum height of 14" required for the tallest letter, (b) 75% of leasehold fascia width or a maximum of 30 feet in width whichever is less (see Exhibit 1, under Tenant Wall Signs) . The applicant is asking for 18" for the tallest letter and 75% of leasehold fascia width or a maximum of 45 feet wide for the fascia sign. B ackpround, On October 29, 1987, the City Council. approved Industrial Planned Permit No 1065 for the construction of a 27,458 so. ft. automotive service center. As part of the conditions of a permit approval , the applicant is required to submit for the site a sign program for approval by the Director of Community Development. Since August 8, 1.989, when the sign program was first submitted, there have been three revisions which the applicant has agreed to make_ However, at the fourth submittal. of the signprogram, the applicant objected to the two criteria mentioned above resulting in this appeal to the City Council. Discussion Because of the blighting influence of some of the existing signage in the City, the Director of Community Deve.lupment is concerned with providing stricter standards that would protect i:he property values, the visual appearance and the character of the city from excessive signage. lbs 799 Moorpark Avenue Moorpark, California 93021 (805) 529-6864 Page 2 TO: The Honorable City Council FROM: Patrick J. Richards, Director of Community Development DATE: November 29, 1989 (CC meeting of 12/6/89) SUBJECT: APPEAL NO. 89-5 (COLIN VELAZQUEZ) Page -2- Director feels that given the length of the two buildings fronting Los Angeles Avenue (95 feet and 75 feet), n wall fascia sign with a maximum letter height of 18" and a sign width exceeding 30 feet, as requested by the applicant, would be excessive and would not be in harmonious scale or be compatible with the building architecture. Therefore, in order to improve the aesthetic appearance of the City, and to protect the City from the blighting influence of excessive signage, the Director would recommend that the appeal not be granted. UNIFORM SIGNAGE PROGRAM Version 8 The intent of this document is to communicate the guidelines by which the ownership of Auto Retail Village and the City of Moorpark will regulate all center and tenant signage. The purpose of this. signage plan is to allow for the individual graphic identity of each tenant company, while integrating the separate identities into a combined look that gives the center visual unity, organization, and _ consistency with it' s architecture. All tenants identification signs shall he subject to approval, in writing from landlord. Tenants shall submit five (5) copies of shop drawings, in detail , and sample materials for all proposed signs. Two (2) signed copies from the landlord shall then be submitted to the City for for all nesessary sign permits. • Sign will be limited to tenant' s name, national logo, and/or logo type. The use of national brand names or national brand name logos will not be allowed on sign unless it is specifically included in the tenant' s DBA. Any exceptions to the master sign program are to be approved by the landlord. All sign colors shall be designated by the colors set forth in this program. A color specifically included in the tenant' s DEA or trademark may he allowed only within the logo at the discretion of the building owner. All signs and sign structures as well as the immediate premises surrounding them, shall be well maintained by the tenant. Illumination must be of ,, ,, , , ,,, uniform intensity and well maintained for all letters and/or symbols. .,( I X11... il•. r.� EXHIBIT 1 JJ Upon notice by either the Moorpark Departmnent. of Building and Safety or Moorpark Department of Community Development or the landlord, tenant shall be required to refurbish or replace their sign structure, acrylic plastic face and/or sign illumination within twenty (20) days from reciept of written notice. In the event of a tenant vacancy, should a wall sign to removed , all holes. shallbe repaired and repainted to match exterior building color within five (5) days from vacating. Only interior-illuminatedchannel letters will be allowed for each North facing tenant . All signs and installation of signs shall conform to the appropriate building and electrical codes of the city of Moorpark. Letters shall have disconnecting switches, and bear the UL label . The tenant and the tenant' s contractor shall obtain any and all permits required. Each tenant shall be fully responsible for the operation of their sign contractor. All channel letters exposed to the weather shall be mounted directly onto the building and shall be_ sealed in a watertight condition, and all bolts, fasteners, and clips shall be of hot-dipped galvanized iron, stainless steel or other non-corrosive materials. Every sign erected shall have its sign permit number, name of erector, installation year, when illuminated, and the voltage in a readily visible location. Electrical service to tenant signs shall extend to the house panel of each shop building. Only high-density polystyrene foam lettering and graphics with 1" to 5" returns may be used for the tenants facing the interior parking plaza . Tenants signs shall be installed prior to opening for business and only after obtaining all appropriate permits and approvals as required by law. Nn telephone -numbers are to appear or signs. MONUMENT SIGN 'ID One (1 ) monument sign will be allowed. Location is noted on the sit _ plan. Monument. sign will be approximately ' in width and. 11 ' in height with an overall thickness of 2' . Sign will be double-faced and externally illuminatedper approved drawing. (see attached) . Monument sign area will be divided into eight space=_. on each face which will be used first for the tenants with spaces facing the parking plaza. Monument sign space remaining after all back tenants have been allocated their monument sign area may be . . assigned to front tenants. Colors to match building, with a rough-sawn look top cap painted to match the building fascia' s lt_ blue color with white trim, and concrete columns painted to match the walkway columns. All lettering identifying tenants must be Fritz 'Quadrata typestyle, dark royal blue to match cloth awning color. Upper and lower case letters a erk enca9 Center identification will be gold lettering on dark royal blue background. TENANT WALL SIGNS Interior illuminated wall signs for North facing tenants. Signs to be installed on the fascia centered above the tenants leasehold, and must have a minimum of a 2' -0" border from leasehold line at beginning and ending of sign. All interior illuminated channel letters shall be installed with P. K. housing only, on the building fascia. Installation shall be U. L. approved with a label on the return. Construction of the letters shall be 22 gauge sheet metal with 5" deep returns. Interior to be primed and painted a reflective white. Neon gas tube illumination to be 60 M. A. Returns to be primed and painted a bronze with a 3/4" bronze trim cap. Acrylic plastic face with one of three (3) approved colors,. Colors are to be red acrylic plastic Cyro Acrylite #287 OGP, blue acrylic plastic Cyro Acrylite #606 OGP, or green acrylic plastic Cyro Acrylite #507 OGP. NON-ILLUMINATED SIGNS FOR BACK TENANTS Each tenant facing the parking plaza will be allowed one set of non-illuminated polystyrene foam letters (21b. per cubic ft. , min. ) as a primary fascia sign sign with one line of copy per space. Bottom of the signs will be installed 16" above the base of the fascia. Signs must have a minimum of 2' -0" border from leasehold line at the beginning and end of copy. Construction of the letters shall be polystyrene foam, with a density of 2 lb. /cubic foot or greater. Letters or graphics are to have a return, or depth, of from 1" to 5" . Primed and painted with one (1 ) of the following approved. colors: Red Sears 376, Blue Sears 395, or Green Sears 336. WINDOW SIGNS Window signs shall be limited to: name of business;. and hours, and shall be included in allowable square footage for permanent sign allowance . Maximum letter height 2" . Maximum sign area of 20% of each window is allowed. Sign area consists of a polygon of up to 6 sides around the perimeter of all of the graphics in each window. The area within this perimeter is the sign area and shall not exceed 20% of the area of that window. The overall permanent sign allowance still applies. BANNER SIGNS AND TEMPORARY WINDOW SIGNS All banner signs and temporary window signs must adhere -to City standards and be approved by landlord. TENANT TYPESTYLES Signs will be limited to tenant' s name, national logo and/or national logotype. The use of national brand names or national brand name logos will not be allowed on the sign unless it is specifically included in the tenant' s DBA.
