SUBJECT : REQUEST FROM THE MOORPARK CHAMBER OF COMMERCE
TO WAIVE FEES FOR THE COMMUNITY CENTER AND ALLOW
CABLECAST OF A CANDIDATE ' S FORUM
The Moorpark Chamber of Commerce has arranged to conduct
a City Council Candidate ' s Forum on Thursday, February 11 , 1988
in the Community Center. In relation to this, they have
requested the following:
1 . Waiver or reduction of fees for rental of the
facility.
2 . City approval to have Ventura County Cablevision
tape the Forum for cablecasting on one or both
Saturdays preceeding the February 23rd election
at no cost to the Chamber of Commerce.
This fee waiver request was not received in time to allow for
a recommendation by the Parks and Recreation Commission. In
the past, fees were waived for the Candidate ' s Forums with
City management staff providing for oversight and lock-up
of the Community Center. It is recommended that the standard
rental fee and security/cleaning deposit be waived, but that
the Chamber of Commerce pay for direct costs for one
custodian to be on duty for the event. Costs to the Chamber
should not exceed $50 . 00.

Ventura County Cablevision has agreed to tape the Forum at
no cost to the City and the Chamber of Commerce. In
addition, the time would not be charged against the City' s
annual limit on taping. This taping should be made available
city-wide to cable subscribers . To this end I recommend that
the taping not occur unless Mountain Meadows Cable also agrees
to cablecast the Forum. Mountain Meadows Cable has agreed to
do this . It is necessary to coordinate the effort and time of
cablecasting by both companies. I am confident that this
can be accomplished.
STAFF RECOMMENDATION:
1 . Waive fees and cleaning/security deposit for Chamber
of Commerce rental of Community Center with required
payment by the Chamber for custodial staffing of the
event.
2 . Authorize taping of the Forum by Ventura County
Cablevision (VCC) so long as both V.C.C. and
Mountain Meadows Cable agree to cablecast the event
and reach agreement to coordinate the taping as
approved by the City Manager.
