Towards this end, the City of Simi Valley is taking the initiative to facilitate the formation of an East County Wasteshed Task Force. We ask that you participate and support the objectives of the Task Force. As you know, the County recently initiated the review process for an Environmental Impact Report covering the expansion of the Simi Valley Landfill (C.U.P. 3142) . At special meetings held on November 5th and November 17th, the Simi Valley City Council provided comments to County staff on the adequacy of the EIR. It became increasingly clear to all of us that the manner in which we manage solid waste at the Simi Valley Landfill , and throughout the County, is of utmost importance if we are to preserve an environment that has safe drinking water, clean air, and pleasing vistas for future generations. The City Council , on December 14, 1987, adopted policy positions with regard to the proposed expansion of the Simi Valley Landfill . They are as follows: I. Air-Borne Emissions: Prior to approval of the expansion of the Simi Valley Landfill , information must be made available to the public which conclusively demonstrates that the range of landfill gas (LFG) emissions will not be injurious to adjacent property owners or other individuals in the valley. ry..r GREG STRATTON,Mayor 7 k ` i��.GY16 :..5 - VICKY HOWARD,Mayor Pro Tem _. t__ • jj ANN H. Hours of Operation: That the hours of operation of the Simi Valley Landfill be limited to no more than twelve (12) hours per day. III. Term of Conditional Use Permit: That the term of the Conditional Use Permit be limited to ten (10) years and that the adequacy of the closure reserve be subject to annual re-evaluation. The Permittee must begin review of alternate sites, disposal strategies, and economics immediately after approval of the expansion of the C.U.P. IV. Height: That the elevation of the landfill be limited such that after closure the remaining landfill exists as an insignificant landscape feature. To accomplish this, studies with colored renderings are to be performed showing intermittent alternative elevations above the existing permitted elevations (25' ; 50' ; 75' and 98' above) . That the expansion meet or exceed the grading standards set forth in the City's West End Industrial Area Specific Plan. V. Landscaping: That the landfill , as part of operational/closure requirements, be landscaped in a manner that meets or exceeds the standards set forth in the City's West End Industrial Area Specific Plan. VI. Waste Importation: That the County of Ventura not be burdened by disproportional importation of waste materials from surrounding metropolitan counties, and that the County put in place adequate control mechanisms to ensure the same before fully approving the landfill expansion. VII . Madera/118 Interchange: That Waste Management, Inc. , pay their pro-rate share of the costs associated with the construction of full improvements to the Madera/118 Interchange. VIII. Infectious Waste: That the goals and objectives of the Tanner legislation be upheld to ensure proper and safe disposal of infectious wastes. IX. County Responsibility: That solid waste disposal represents a County-wide need and it is appropriate that the County continue to serve as the Agency responsible for permitting and planning waste disposal sites and strategies. X. Toxic Wastes: That Waste Management, Inc. not be allowed to further fill that portion of the landfill formerly used for toxic waste (Class 1) disposal until such time that the State Department of Health Services completes a Site Characterization Study and all reasonable mitigation measures have been implemented to eliminate potential injury to the public. Disposal of additional toxic waste materials should be prohibited. XI. Site Closure That a procedure be established to ensure that the City has the opportunity to participate in the approval of the operational/closure plan and its implementation. We feel that the long-term solid waste management interests of the cities of Thousand Oaks, Moorpark, and Simi Valley, as well as the entire County can best be served by the formation of an East County Wasteshed Task Force. This task force will be specifically charged to pursue the following issues and concerns: 1. Locate an alternative long-term canyon site for disposal in the eastern Ventura County wasteshed; 2. Pursue long-term solutions such as waste recycling, separation and composting and any other promising recovery technology; 3. Pursue a "tipping" program wherein a portion of the revenues would be used for funding innovative waste management programs involving source participation. As for composition of the Task Force, we suggest that one elected official representative, and one alternate, from each of the three cities be appointed. We have requested the Board of Supervisors to appoint Supervisor Dougherty to the Task Force. Our City Council has appointed Ann Rock as the representative and Glen McAdoo as the alternate. I trust that you are equally concerned about the solid waste management issues that confront our communities and that you will wholeheartedly join with us in making the Task Force effective and constructive. We ask that you act on this matter in a timely fashion, by formally appointing a representative, so that the Task Force can meet in advance of the January 25, 1988 meeting of the State Water Quality Control Board. The SWQCB is scheduled to consider the granting of a five-year permit for the reopening of the Bailard Landfill at that time.
