WALL Chief of Police City Clerk MEMORANDUM TO: The Honorable City Council FROM: Community Services Departmento DATE: September 19, 1988 1 SUBJECT: Request for Funds - Handicapped Equestrian Learning Program BACKGROUND: Mr. and Mrs. Peters, Directors of the Handicapped Equestrian Learning Program, 7155 Walnut Canyon Road, Moorpark, CA 93021, are requesting financial assistance from the City. Their request is for Two Thousand Dollars ($2,000) to provide for the care and feeding of one horse and insurance for one year. The Peters are associated with NARHA, North American Riding for the Handicapped Association, Inc. Although the Peters are a member of NARHA, participants must be additionally insured to participate in their program. Part of the funds being requested will be used to provide insurance so non-mentally retarded persons can participate in this program. Currently, only two Moorpark residents, which are mentally retarded and insured through the Special Olympics Program, participate in the horseback riding program. Mr. and Mrs. Peters appeared before the Parks and Recreation Commission at their September 12, 1988, meeting. Mr. Peters stated there were many persons, especially children, in the Moorpark area that cannot participate in this program because of the lack of adequate insurance. 799 Moorpark Avenue Moorpark, California 93021 (805) 529-6864 HNDICP. PRO/PRAGENDA The Honorable City Council Page -2- September 19, 1988 RECOMMENDATION: Chairman Roberts moved and Commissioner Arambula seconded to recommend to the City Council Two Thousand Dollars ($2,000) be appropriated to support one horse and insurance for the Handicapped Equestrian Learning Program. Unanimously approved. Additionally, Commissioner Wheeler would like to see this program become part of the Recreation program so it could be expanded in future years. Also needed is $1200.00 to support one horse for one year for the athletes. At this time we have twelve horses that belong to the program. Mr. and Mrs. Peters have been caring for them out of their own pocket for nearly four years. They are at the point they must have help to carry on the program.
