WALL Chief of Police City Clerk • • MEMORANDUM TO: The Honorable City Council • FROM: Steven Kueny, City Manager DATE: December 1, 1988 SUBJECT: Funding for the Recruitment of an Executive Director for the Ventura County Transportation Commission (VCTC) • The attached report From M. L. (Lin) Koester, City Manager of Simi Valley, explains the proposed contribution for the selection of the Executive Director of VCTC. As indicated, all contributions are expected to be reimbursed from the Commission once it begins formal operation in early 1989. As you will recall , VCTC was created by SB 1800 with.an effective date of January 1, 1989. It' will have the primary role of County-wide transportation planning and related matters. The existing Ventura County Association of Governments (VCAG) will be phased out when VCTC becomes operational . • By proceeding with recruitment by a professional recruiter at this time, VCTC can hire a highly qualified Executive Director at the earliest possible time. The shared cost makes the use of a professional recruiter relatively inexpensive. • I recommend participation in the shared contribution program. Further, I recommend that the Council authorize the contribution for $500, regardless of reimbursement. This will allow an approximate 3.5% contingency and preclude the need to return this matter to the Council in the event of any modest increase of costs above the current estimate. Authorize participation at a cost not to exceed $500 and appropriate $500 from the General Fund Reserve to Account 01-117-641; and 2. Authorize participation whether or not the funds are reimbursed so long as Moorpark receives the same consideration for reimbursement as the other ten (10) participating agencies. It was the recommendation of the Committee that each City and the County contribute the necessary funds to retain a recruitment consultant. All contributions will be subject to reimbursement from the Commission once it begins formal operations. It is estimated the consultant services will cost $17,000. Based on a per capita contribution, each City and the County would pay up to the following amounts (approximately 2.5 cents per capita) : Camarillo - $1,255 San Buenaventura - $2,400 Fillmore - $ 305 Santa Paula $ 645 Moorpark - $ 485 Simi Valley - $2,590 Ojai - $ 215 Thousand Oaks - $2,700 Oxnard - $3,400 Ventura County - $2,435 Port Hueneme - $ 565 It is requested that each City and the County take necessary action to contribute to the cost of recruitment by December 6th. Please forward a Memorandum indicating your actions to my office. I will solicit proposals from recruitment consultants by December 9th. The appointed County Transportation Commission is tentatively scheduled to meet informally in public on December 15th to select a consultant and discuss other Commission implementation activities. It is anticipated the Commission will conduct the interview/hiring of the Executive Director in February 1989, with start of work in March.
