SUBJECT: PURCHASE OF ONE-TON PICKUP FOR COMMUNITY SERVICES
DEPARTMENT
ITEM
Attached for your review, is a copy of the Specifications Bid package
for the purchase of a new truck for the Community Services Department.
There is an appropriation of $12,000 in the 86/87 fiscal year budget
account # 142-604 for this vehicle. Funding will be provided from Gas
"lax Fund. Staff is requesting that Council authorize staff to solicit.

Given the scope- of work in the areas of streets and parks maintenance,
Gornrnunit..y Services Department, Staff needs a larger truck to carry
equipment and supplies i .e. ladders, street sign poles, augurs,
spraying rig, etc, ) As Count°i l is aware, the City currently has 2-112
ton mini pickups, a Ford YY. a rhevrol wt. One is used by the Facilities
Coordinator anti assigned to her on a 24 hours basis. This allows her
to maintain some equipment in the trick in order to respond to
ernergen;y calls.
The second truck has been committed to the Community Development

Departments Code Enforcement officer on an 8 hour/day basis. The
proposed new truck will be assigned to the Maintenance worker(s) and
Parks Maintenance worker, on an 8 hour basis. This will enable them
to attend to street and park maintenance projects and not require the
Facilities Coordinator to transport them to and from sites.
RECOMMENDED ACTION
Authorize staff to solicit bids for the purchase of a new 1987 pickup
truck, as per attached specifications.

It is not the intent to rule out or eliminate any prospective bidder or manufacturer.
If the product you intend to bid does not comply with the specifications as written,
you are instructed to attach to your bid proposal a complete itemization and explanation.
The City of Moorpark may, at its own discretion, consider or deny any deviation and
purchase the equipment which best suits its intended usage. The bidder shall not pur-
posely bid equipment of a lesser quality, which requires deviation from the speicfications,
if the bidder can furnish equipment which will -comply with the minimum specifications.
It is the intent of these specifications to cover the furnishing and delivering to the
City of Moorpark complete equipment ready for use and1fully equipped as hereinafter
mentioned, with a view to obtaining the best results and the most acceptable equipment
for service to the City of Moorpark. These specifications cover general requirements
as to the type of construction to which the items must conform, together with certain
details as to finish, equipment and appliances with which the successful bidder must
conform. Minor details of construction and materials, where not otherwise specified,
are left to the discretion of the manufacturer, who shall be solely responsible for the
design and construction of all features. The equipment shall be the latest type to suit
the nature of the service which the equipment must perform if accepted.
1. Each bid shall be in accordance with the specifications. All specifications are
minimum. Bidders are expected to meet or exceed these specifications as written, bidder
shall attach to bid proposal a complete detailed itemization and explanation for each
and every deviation or variation from these specifications. Conditional bids, or those
which take exception to the specifications, may be considered nonresponsive and may be
rejected.
2. The City of Moorpark reserves the right to accept or reject any and all bids and to
award a contract to the bidder who best meets City requirements. This may include waiver
of minor irregularities or discrepancies, or nonconformity to specifications in appro-
priate circumstances. Purchase shall be on a best buy basis after due consideration of
all relevant factors, including, but not limited to, workmanship, accessibility of parts
and service, known evidence of manufacturer's responsibility and record, durability and
known operational record of product, price of product and suitability and conformity
to City needs and requirements.
3. The City of Moorpark reserves the right to purchase more or less than the quantities
specified, at unit prices bid.
4. Bids shall be firm offers, subject to acceptance or rejection within ten (10) days
of the opening thereof.
S. No bidder shall be acceptable who is not a reputable manufacturer or dealer of
such items as submitted for bid consideration.

6. All materials, workmanship and finish entering into the construction of the
equipment must be of the best of these respective kinds and must conform to the character
of the equipment and the service for which it is intended to be used and shall be pro-
duced by use of current manufacturing -processes. "Seconds", factory rejects and sub-
standard goods are not acceptable.
7. Each bidder shall submit with his bid a copy of his proposed product specifications,
and other descriptive matter in sufficient detail to clearly describe the equipment,
materials and parts offered.
8. Manufacturer and/or contractor shall defend any and all suits and assume all lia-
bility for any and all claims made against the City of Moorpark, or any of its officials
or agents for the use of any patented process, device or article forming a part of
equipment or any item furnished under the contract.
9. Time is of the essence relative to this contract. Successful bidder shall pro-
secute the work continuously and diligently and shall deliver the bid items at the
earliest possible date following the award of ,the contract.
10. Successful bidder shall furnish and deliver to the City of Moorpark complete
equipment as bid and awarded, ready for installation and fully equipped as detailed
in these specifications.
11. Price shall be quoted F.O.B. Moorpark (all transportation charges fully prepaid) ,
and shall include all discounts. Bid shall include California sales tax computed at the
rate of six percent (6%) .
12. All "standard equipment" is included in any bid. Bidders .furnishing proposals
under these specifications shall supply all items advertised as "standard" equipment
even.if such items are. not stipulated in the specifications, unless otherwise clearly
excepted in bids.
13. The items which the bidder proposes to furnish to the City of Moorpark must comply
in all respects with the appropriate safety regulations of all regulatory commissions
of the Federal Government and the State of California, whether such safety features and/
or items of equipment have been specifically outlined in these specifications or not.
14. Successful bidder delivering equipment pursuant to these specifications shall
guarantee that equipment meets specifications as set forth herein. If it is found that
equipment delivered does not meet requirements of these specifications the successful
bidder shall be required to correct the same at his own expense.
15. By submitting a bid, each bidder agrees that in the event complete delivery is not
made within the time or times set forth pursuant to this specification, damage will be
sustained by the City, and that it is and will be impractical and extremely difficult
to ascertain and determine the actual damage which the City will sustain in the event
of and by reason of such delay. Therefore, it is agreed the successful bidder shall pay
to the City as fixed and liquidated damages, and not as a penalty, a dollar sum in the
amount of $50.00 dollars per unit per calendar day for each and every calendar day's
delay in making delivery in excess of the time or times specified. Any damages so in-
curred may be deducted by the City from the purchase price at time of payment. In the
event the successful bidder fails to make complete delivery of items as specified, bid
and awarded, within ten calendar days of the specified contract delivery date, the City
shall have the right to terminate the contract without being liable to the contractor and
acquire said bid items as the City deems appropriate. Time is of the essence.
16. In case the delivery of the items under this contract is delayed due to strikes,
injunctions, government controls, or by reason of any cause or circumstance beyond the
control of the contractor, the time for delivery may be extended (in City's sole dis-
cretion) by a number of days to be determined in each instance by mutual written agreement
between the successful bidder and the purchasing agent of the City of Moorpark , California.
City shall not unreasonably refuse such extension.
17. Each bid will be submitted and received with the understanding that the acceptance
by the City of Moorpark of the bid to furnish and deliver specified items described
herein shall constitute a contract between the successful bidder and the City which
shall bind the successful bidder on his part to furnish and deliver at the prices (bid)
given and in accordance with provisions of these specifications.
18. No member, officer, or employee of the City or of any agency of City during his
tenure or for one year thereafter shall have any interest, direct or indirect in this
contract or the proceeds thereof. Furthermore, the parties hereto covenant and agree
that to their knowledge no board member, officer, or employee of the City has any
interest, whether contractual, noncontractual, financial or otherwise, in this tran-
saction, or in the business of the contracting party other than the City, and that if
any such interest comes to the knowledge of either party at any time, a full and complete
disclosure of all such information will be made in writing to the other party or parties,
even if. such interest would not be considered a conflict of interest under applicable
sections of the Government Code of the State of California.
19. These specifications, the notice inviting bids, the contractor's bid proposal,
the written agreement executed by the parties, all documents referred to in the complete
specifications and all modifications of said documents shall be construed together as
one document. Anything called for in any one of said documents shall be deemed to be
required equally as if called for in all. Anything necessary to complete the work pro-
perly shall be performed by the contractor, whether specifically set out in the contract
or not. All sections of the specifications shall be read and interpreted as constituting
a whole and not as an aggregation of individual parts, and whatever is specified in one
section shall be construed as applying to all sections.
20. The City of Moorpark reserves the right to accept or reject any and all bids.

22. No bid will be acceptable unless it is made on the proposal form furnished by the
City herein. Deliver all bids, signed and sealed, to the office of the City Clerk,
799 Moorpark Avenue, Moorpark, California 93021 with the title clearly marked on the
outside of the envelope. All bids must be received in the office of the City Clerk
where at said place and time said bids will be publicly
opened, examined and declared. Any bid may be withdrawn upon written request prior
to the above scheduled time for the opening of bids. Any bid received after the time
and date specified shall not be considered.
23. The City of Moorpark reserves the right at its own discretion to award separate
contracts for each category or award one contract for furnishing and delivering of all
equipment in all categories.
24. Successful bidder shall be required to furnish, one (1) Operations Manual, one (1)
Parts Manual for equipment bid.
25. In submitting a bid to a public purchasing body, the bidder offers and agrees that
if the bid is accepted, it will assign to the purchasing body all rights, title, and
interest in and to all causes of action it may have under Section 4 of the Clayton Act
(U.S.C.Sec. 15) or under the Cartwright Act (Chapter 2, commencing with' Section 16700,
of Part 2 of Division 7 of the Business and Professions Code) , arising from purchases
of goods, materials, or services by the bidder for sale to the purchasing body pursuant
to the bid. Such assignment shall be made aad become effective at the time the pur-
chasing body tenders final payment to the bidder.
26. Each bidder shall submit a Non Collusion Affadivit on the form provided by the
City. Said form shall be notarized.

SCOPE
This specification covers the City of Moorpark minimum
requirement for 1-ton cab and chassis.
The trucks shall be available as follows:
Group II : 1-ton, long whee_Lbase,cab and chassis, dual rear wheels.
APPLICABLE SPECIFICATIONS
The following documents of the issue in effect on the date of
the Invitation for Bid form a part of this specification to
the extent they are applicable.
Department of Transportation, Federal Highway Administration,
49 CFR • Motor Carrier Safety Regulations.
Federal Motor Vehicles Safety Regulations and Standards.
California Vehicle Code.
California Administrative Code.
REQUIREMENTS
Failure on the part of the bidder to comply with all
requirements and conditions of the Invitation for Bid and
this specification may subject his bid to rejection. No
exceptions or deviations from this specification will be
considered unless each exception or deviation is specifically
stated by the bidder as an exception with a detailed statement
completely defining the exceptions (s) . The manufacturer' s name,
product name or trade name, and catalog or part number must
be shown on the bid in the designated places; however, that
information is not sufficient evidence that the bidder is
making an exception.

If no exception or deviations are shown, the bidder will be
required to furnish vehicles exactly as specified herein. The
burden of proof of compliance with this specification will be
the responsibility of the bidder.
The vehicles shall be new (unused) and equivalent in style,
quality, and appointments to those offered to the general
public. The vehicles shall be supplied with all equipment and
accessories indicated as standard equipment in the manufacturer' s
published literature. All equipment/options are to be factory
installed, dealer installed equipment/accessories may be
acceptable. The bidder is to specify those items which will
be dealer installed. All equipment shall be installed prior
to delivery.
Engine:
The engine shall be gasoline powered, shall have 8 cylinders,
and not less than 150 SAE net horsepower.
The manufacturer shall provide its optional heavy duty cooling
system specifically designed to handle the load requirements of
the vehicle equipped with options as specified herein, and shall
include a coolant recovery system.
The system shall be protected with a 60/40% solution of
permanent anti-freeze.
Wheelbase/Cab-To-Axle:
The wheelbase and back of cab to the center line of the rear
axle dimension, in inches, shall be as follows:

Capacity:
The vehicles shall have a minimum GVW rating of 10, 000 pounds.
Axles:
The rear axle shall have a minimum numerical ratio of 4. 10 : 1
ratio.

GAWR
The Suspension system shall be a heavy duty system, including
heavy duty rear main and auziliary springs, front and rear shock
absorbers, and a front stabilizer bar. The front axle and rear
axle shall have the following minimum gross axle weight rating
(GAWR) for the axel system (axle, springs, wheels and tires)
as follows:

WHEELS:
Seven (7) wheels including the spare, shall be furnished.
Split rims are not acceptable.
Tires:
Six (6) tires shall be furnished with the same brand, tread
design, size and load range all around.
The tire size and type shall be as follows:

Frame:
The frame width (O.D. ) shall not exceed SAE J691 Recommended
Practice, if so stipulated in the Invitation for Bid.
Transmission:
The transmission shall be a 3-speed automatic.
Brakes:
The brakes shall be power assisted. The front wheel brakes
shall be the disc type. The system shall be 4-wheel hydraulic
equipped with a vacuum or hydraulic booster.
Steering:
The steering shall be integral power assisted type.

Cab:
The cab shall be of the conventional design, steel enclosed with
a full-depth foam cushion full-width seat which will accomodate
a driver and two passengers.
Fuel Tank:
The total fuel capacity shall not be less than 30 gallons. The
switch over control for the auxiliary fuel tank, if used, shall
be mounted on the dash in a position easily accessible to the
operator.
Electrical Equipment:
The alternator shall be rated at 60 amps minimum. The battery
shall be a maintenance free type and have a rated capacity of
500 CCA at 0°F and a 90 minute reserve as specified in SAE J537.
Body:
A body is not required.
Miscellaneous:
The following items, supplementing if necessary those items
already cataloged as standard equipment, shall be furnished
and in place:
AM/FM radio, push button tuning and antenna.
air conditioner units (s) shall be factory installed, integral
type, latest model in current production.
Tinted glass throughout.
Standard factory front bumper.
Folding seat back.
Inside rearview mirror.
Inside hood release.
Dual sun visors.
Cab heater with windshield defogger.
Ash tray and cigar lighter.

Dual two-speed electric windshield wipers with intermittent
feature.
Dual windshield washers.
Two (2) outside rear view mirrors, as follows:
Approximately six (6) inches by sixteen (16) inches, bright
finish or aluminum spring loaded and racket mounted head,
fully adjustable and retractable arms (Ref.Re-Tract 158
Series with M K brackets, Signal Stat Part #7510) - (May be
dealer installed. )
NOTE: Any exposed holes from any previous mirror must be
filled smooth and finish painted. Use of screws to plug
such holes will not be acceptable.
Speedometer and all necessary instruments and gauges (all
manufacturer' s optional gauges in place of warning light shall
be furnished) .
Glove compartment with door.
Dome light.
Full floor covering, headlining (headlining may be metal,
hardboard, vinyl, or fabric) .
Dual arm rests.
Standard tool kit including wheel changing tools and jack
adequate to safelylight the vehicle when loaded to rated
capacity.
Owners manual.
Warranty certificates and card.
Color:
The exterior color shall be specified on the Invitation for
Bid. The interior color shall be the manufacturer' s standard
color supplied with the exterior color as specified on the
Invitation for Bid.
Other Requirements:
The following documents shall be delivered to the consignee
(receiving agency) with the vehicle.

completed and signed pre-delivery service checklist including
the P.O. Number and Vehicle I.D.
"Line Set Tickets" or "Window Sticker" showning all options
installed.
the vendor shall insure that each vehicle reaches it point of
delivery with no less than five (5) gallons of fuel in the tank.
QUALITY ASSURANCE PROVISIONS
Pre-Delivery check List:
Prior to delivery, each vehicle shall be completely inspected,
serviced and detailed by the delivering dealer and/or the
manufacturer' s pre-delivery service center. A copy of the
standard pre-delivery service checklist shall be completed
for each vehicle, signed by a representative of the organization
performing the inspection/service and delivered with the vehicle.
Receiving Inspection:
Vehicles ordered for City use will be inspected by a City
inspector at the dealers place of business. Inspection will
commence within 5 working days of notification that vehicles
are ready for inspection. Inspection will include: detailed
specificaiton compliance, workmanship, appearance, proper
operation of all equipment and systems, and that all documents
are present. In the event deficiencies are detected, the vehicle
will be rejected and the delivering dealer will be required to
make the necessary repairs, adjustments or replacements.
Payment and/or the commencement of a discount period (if applicable)
will not be made until the defects are corrected and the vehicle
reinspected and accepted.
PREPARATION FOR DELIVERY
Delivery:
Delivery of vehicles to the City of Moorpark or local agency
shall be inaccordance with the following provisions.
Caravan or drive-away method of delivery from the factory to a
dealer is not acceptable.
Vehicles delivered from a dealer with more than 50 miles on the
odometer will be charged 50 cents for each mile exceeding 50
miles. The charge shall be deducted from the purchse order
price for each vehicle delivered against each purchase order.

WARRANTY
The manfacturer' s regular new vehicle warranty shall apply to
all vehicles procured against this specification. This warranty
shall be honored by all franchised dealers of the vehicle within
the State of California. The City' s established preventative
maintenance procedures and practices shall be acceptable to the
manufacturer/dealers in lieu of the manufacturer' s prescribed
proceedures which may form a part of the warranty. the warranty
certificate and /or card shall be supplied with each vehicle
delivered.
"In-Service" Notification:
Vehicles not placed in service immediately upon receipt shall be
warranted from the date the unit is placed in service. The
receiving agency shall notify the vendor in writing of the
actual "in-service" date.
Gasohol Usage:
It is anticipated that units purchased to this specification
will be fuled with a mixture of 10% ethanol (200°) and 90%
unleaded gasoline. The apparent low bidder will be required to
submit written assurance from the manufacurere of the unit that
the use of gasohol will not invalidate the new vehicle warranty.
